Urges all Member States to collaborate fully in international criminal justice mechanisms, and especially in bringing fugitives to justice; in this regard, notes with satisfaction the cooperation of the Democratic Republic of the Congo in the transfer of Germain Katanga to the ICC, the cooperation of Serbia in the arrest and transfer of Zdravko Tolimir to the International Criminal Tribunal for the former Yugoslavia (ICTY) and the cooperation of Serbia and Montenegro in the arrest and transfer of Vlastimir Đjorđjević to the ICTY; however, notes with concern the persistent failure of Sudan to cooperate with the ICC by arresting and transferring Ahmad Muhammad Harun and Ali Muhammad Ali Abd-Al-Rahman; notes with concern that the ICC warrants for the arrest of four members of the Lord's Resistance Army in Uganda have not yet been executed; also notes with concern that Radovan Karadžić and Ratko Mladić remain at large and have not been brought before the ICTY; in this regard, calls on the Serbian authorities to ensure full cooperation with the ICTY, which should lead to the arrest and transfer of all remaining indictees, in order to open the way to the ratification of a Stabilisation and Association Agreement; considers further that the current proceedings brought against Liberia's former President, Charles Taylor, by the Special Court for Sierra Leone in The Hague constitute a significant development towards the ending of impunity;

The deep loathing that the inhabitants of Kosovo had developed against Yugoslavia looked as if it would be misused as a crowbar with which to achieve a whole different set of objectives.

First of all, where the Balkans are concerned, I must criticise an unacceptable and flagrant example of interference and blackmail towards the Federal Republic of Yugoslavia by the USA, which is trying to whitewash and cover up the responsibilities of NATO and all those who waged a war against Yugoslavia, in blatant breach of the UN Charter and from within the Security Council itself. This was a war in which arms containing depleted uranium were used, the chemical and radiological effects of which on the population and on the environment have still not been fully assessed.

Indeed, with the Presidency of a country which is not even a NATO member and which is renowned for its pacifist stance, we will also witness the continuation of the European Union"s participation in the escapades of new NATO on a similar or even a much worse scale, as in the imperialist attack against Yugoslavia. We can also expect to see a lot more of the flagrant attacks on workers, in addition to an increase in unemployment and poverty, heightened levels of social and marginal inequality, continuation by the Turkish regime, with the support of the European Union, of the 25 year occupation of 40 % of Cyprus and the genocide of the Kurdish people, regarded by some as terrorists.

First of all, at the issue of war in the use of force, and in particular it focuses on those eight occasions in the last 100 years when the Canadian government has gone to war against other peoples, notably, during the Boer War in 1899; the Great War in 1914; the involvement in the intervention in the Russian civil war in 1918 and 1919; the Second World War in 1939; against Japan in 1941, the Korean War in 1950, our involvement in Desert Storm or the Gulf War in 1991; the Canadian government's decision to use force against the Somalis in December 1992; and of course the war against the Federal Republic of Yugoslavia, which is currently ongoing.

Suspension of restrictions on trade with the Bosnian Serbs The United Nations Security Council noted on 26 February 1996 that the conditions laid down in Resolution 1022 (1995) extending the suspension of trade restrictions on the FRY (Serbia and Montenegro) to the Bosnian Serbs had been fulfilled; the Council accordingly adopted, with the United Kingdom delegation abstaining [2] - a Regulation suspending Regulation (EEC) No 990/93 and Regulation (EC) No 2471/94, and repealing Regulation (EC) No 2472/94 and Regulation (EC) No 2815/95 concerning the interruption of economic and financial relations with the Federal Republic of Yugoslavia (Serbia and Montenegro), the United Nations Protected Areas in the Republic of Croatia and those areas of the Republic of Bosnia and Herzegovina under the control of Bosnian Serb forces; and the Representatives of the Governments of the Member States, meeting within the Council, adopted - a Decision suspending Decision 93/235/ECSC and repealing Decision 95/510/ECSC, concerning the interruption of economic relations with the Federal Republic of Yugoslavia (Serbia and Montenegro), the United Nations Protected Areas in the Republic of Croatia and those areas of the Republic of Bosnia and Herzegovina under the control of Bosnian Serb forces.
