The multiannual work programme of the Agency, referred to in point (a) of Article 6(2) shall lay down the actions to be performed by the Agency during the period covered by the multiannual financial framework provided for in Article 312 of the Treaty on the Functioning of the European Union, including actions associated with international relations and the communication for which it is responsible.

Welcomes the Agency's initiative to continue the preparation of its Multiannual and Annual Work Programmes; emphasises the importance of such a document to enable the Agency to make effective organisational arrangements to implement its strategy and achieve its goals; notes that the Agency follows a multi-annual perspective for its work programme and its resource planning by drawing up a Multiannual Work Programme, its Multiannual Staff Policy Plan and a multiannual IT strategic plan; notes, moreover, that the Agency has an IT strategic plan in place since 2010, which is reviewed and updated annually;

Stresses that the agencies must draw up multiannual work programmes in accordance with the multiannual Community strategy in the sector; considers that SMART objectives and RACER indicators should be laid down in the annual work programmes, for performance assessment purposes; stresses that each agency's work programme should also respect the limits of the agency's budget as authorised by the budgetary authority; calls accordingly on the agencies to consider making a Gantt diagram part of the programming for each of their operational activities, with a view to indicating in concise form the amount of time spent by each staff member on a project and encouraging an approach geared towards achieving results;

Stresses that the agencies must draw up multiannual work programmes in accordance with the multiannual Community strategy in the sector; the relevant annual work programme should set clear, specific and measurable objectives, which should then form the basis of actions, resources, approaches and timetables in order to guarantee the achievement of expected results; underlines that the work programme should respect the limits of the agency's budget as authorised by the budgetary authority;

The European Parliament or the Council may invite the Executive Director to report on the carrying out of his/her tasks, in particular on the implementation and monitoring of the Fundamental Rights Strategy, the general report of the Agency for the previous year, the work programme for the following year and the Agency's multiannual plan referred to in point (i) of Article 20(2).
