As Kosovo has demonstrated the potential to export wine to the EU, the proposed regulation aims at correcting this asymmetry by allocating a specific tariff quota for wine of 20.000 hl to Kosovo, which is deducted from the global quota of 50.000 hl provided for in Council Regulation 1215/2009, hence reduced to 30.000 hl.

Member States shall, within the period laid down in the notice opening the quota concerned, inform the Commission of the number and the aggregate amount of the import or export applications, broken down into those from traditional importers or exporters and other importers or exporters, and of the amount of the previous imports or exports carried out by the applicants during the reference period.

In relation to the environmental problem, it is obvious we are keen to see an integrated global approach in order to take up the challenge of climate change. Also, as I said before and say again, at the ICAO Assembly in Montreal we all defended the emissions quotas exchange system together, a method that uses market instruments and would appear to be the most effective solution.
À cet égard, sur le problème de l'environnement, nous avons évidemment, pour le défi du changement climatique, le souhait d'une approche intégrée et globale et, vous le savez, je l'ai dit tout à l'heure et je le répète, nous avons, à Montréal, à l'Organisation de l'aviation civile internationale, défendu tous ensemble le système d'échange de quotas d'émissions qui est un recours à des instruments de marché qui apparaît la solution la plus efficace.

(7) It is therefore appropriate to amend Regulation (EC) No 2007/2000 in order to deduct the volumes of the individual tariff quotas from the volume of the global tariff quota and to specify the conditions for the access to the remaining volume of the global tariff quota.
