This policy framework was complemented by the Communication on the EU Approach to Resilience: Learning from Food Security Crises[5], which underlines how nutrition and resilience are highly interlinked in some contexts (particularly in the Sahel and Horn of Africa regions where resilience is the guiding principle of the AGIR[6] and SHARE[7] multi-partner initiatives to address food and nutrition crises).

At regional level, the Global Alliance for Resilience Initiative in West Africa and Sahel (AGIR) was launched in December 2012 with the EU as one of its founders.

E. whereas the maternal mortality rate in Mali, estimated at 1 100 deaths per 100 000 live births, is the highest in the world according to UN data; whereas the UN Human Development Report 2013 singles out Niger and Mali as having particularly high mortality rates among children under the age of five, with the rate rising above 200 deaths per 1 000 live births where mothers are lacking any education; whereas the World Bank estimate of primary school enrolment rates for Niger and Mali are among the worst in the world, standing at 62 % and 63 % respectively; whereas the UN estimates that some 18 million people were affected by the severe food and nutrition crisis of 2012 in the Sahel and West Africa; whereas the Commission estimates that in 2013, 10.3 million people in the region are still facing food insecurity, of whom 4.2 million are Malians, with 1.4 million children under the age of five at risk of severe acute malnutrition and another 3.1 million at risk of moderate acute malnutrition; whereas the Commission has been instrumental in the establishment of the Global Alliance for Resilience Initiative in the Sahel (AGIR-Sahel) and pledged EUR 517 million in humanitarian and development aid for 2012-2013;
E. considérant que le taux de mortalité maternelle au Mali, estimé à 1 100 décès pour 100 000 naissances vivantes, est le plus élevé de la planète d'après les chiffres des Nations unies; considérant que le rapport de 2013 des Nations unies sur le développement humain souligne les taux particulièrement élevés de mortalité parmi les enfants de moins de cinq ans au Niger et au Mali, où ce taux s'élève à plus de 200 décès pour 1 000 naissances vivantes, ainsi que l'absence d'éducation des mères dans ces deux pays; considérant que d'après les estimations réalisées par la Banque mondiale, les taux de scolarisation dans l'enseignement primaire au Niger et au Mali comptent parmi les plus bas du monde, respectivement à 62 et 63 %; considérant que les Nations unies estiment que quelque 18 millions de personnes ont été touchées par la grave crise alimentaire et nutritionnelle de 2012 dans le Sahel et l'Afrique occidentale; considérant que la Commission estime qu'en 2013, 10,3 millions de personnes dans la région sont toujours confrontées à l'insécurité alimentaire, dont 4,2 millions de Maliens, avec 1,4 million d'enfants de moins de cinq ans menacés de malnutrition aiguë grave et 3,1 autres millions menacés de malnutrition aiguë modérée; considérant que la Commission a joué un rôle décisif dans la mise en place de l'Alliance globale pour l'initiative Résilience au Sahel (AGIR-Sahel) et a annoncé le versement de 517 millions d'euros d'aide humanitaire et d'aide au développement pour 2012-2013;

63. Points out that a long-term commitment is necessary in order to increase resistance to drought in the Sahel and thus prevent recurring food crises and obviate the need for large scale humanitarian assistance whenever there is a drought; stresses that a commitment of this kind needs to be underpinned by a sustainable partnership between governments, regional institutions, donors and financial institutions, along the lines of the ‘AGIR Sahel’ initiative launched by the European Union;
63. rappelle qu'un engagement sur la durée est nécessaire pour construire la résistance aux sécheresses au Sahel et ainsi éviter les crises alimentaires récurrentes et le recours à une aide humanitaire massive chaque fois qu'un nouvel épisode de sécheresse survient; souligne que cet engagement requiert un partenariat durable entre les gouvernements, les institutions régionales, les donateurs et les institutions financières, à l'image de l'initiative AGIR-Sahel lancée par l'Union européenne;

O. whereas EU policies should focus in particular on rural development and agriculture, in order to ensure food security as a contribution to durable socio-economic development in sub-Saharan Africa; whereas the Commission, in partnership with the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), the United nations Children’s Emergency Fund (UNICEF), the United Nations, the United Nations High Commissioner for Refugees (UNHCR) and the World Food Programme (WFP), among others, launched the AGIR-Sahel initiative, aspiring to increase inter-organisational cooperation, as part of the EU’s Comprehensive Approach, in addressing the food crisis in the Sahel; whereas the partners identified a minimum investment of EUR 750 million to provide a social safety net to protect the most vulnerable if and when drought hits again in the future;
O. considérant que les politiques de l'Union devraient porter en particulier sur le développement rural et l'agriculture afin d'assurer la sécurité alimentaire en tant que contribution au développement socioéconomique durable en Afrique subsaharienne; considérant que la Commission, en partenariat avec le Bureau de la coordination des affaires humanitaires des Nations unies (OCHA), le Fonds international de secours à l'enfance des Nations unies (UNICEF), les Nations unies, le Haut Commissariat des Nations unies pour les réfugiés (HCR) et le Programme alimentaire mondial (PAM), entre autres, a lancé l'initiative AGIR-Sahel, dans le but de renforcer la coopération interorganisationnelle, dans le carde de l'approche globale de l'Union européenne, en traitant la crise alimentaire au Sahel; considérant que les partenaires ont conclu qu'un investissement minimal de 750 millions d'euros serait nécessaire afin de constituer un «filet de sécurité» social pour protéger les plus vulnérables en cas de future sécheresse;
