IN-CONTEXT TRANSLATIONS

1.When a Member State intends to enter into negotiations with a third country in order to amend an existing intergovernmental agreement or to conclude a new intergovernmental agreement, the Member State shall inform the Commission in writing of its intention at the earliest possible moment before the envisaged opening of the negotiations.

3. Upon ratification of an intergovernmental agreement or of an amendment to an intergovernmental agreement, the Member State concerned shall submit the agreement or the amendment of the agreement, including their annexes and other texts these agreements or amendments refer to explicitly, to the Commission which shall make the received documents, with the exception of confidential parts identified according to Article 7, accessible to all other Member States in electronic form.
3. Après ratification d'un accord intergouvernemental ou d'une version modifiée d'un tel accord, l'État membre concerné soumet l'accord, ou la version modifiée de l'accord, y compris ses annexes et tout autre texte auquel cet accord ou la version modifiée renvoie explicitement, à la Commission qui met les documents reçus à la disposition de tous les autres États membres sous forme électronique, sauf les parties confidentielles indiquées conformément à l'article 7.

3. Commends the setting up of an information exchange mechanism on energy agreements between Member States and third countries in order to strive for consistent external actions in the field of energy and to raise the transparency of energy imports into the EU; notes that many agreements in the energy field have investment components – this is the reason why the Commission should ensure that there is coherence between energy agreements and investment agreements, and in particular, that the powers and recommendations of the European Parliament are taken into account in future investment policy; stresses that the Commission must play an active, promoting role when coordinating intergovernmental agreements, so as to ensure that all established entitlements can be realised; before signing energy agreements, the Member States shall submit these negotiated intergovernmental agreements for approval to the Commission, which shall ensure that such agreements are compatible with Union law and, in particular, with the trade and investment rules and the internal energy market, as well as the long-term energy and climate policy targets of the Union;
3. recommande la mise en œuvre d'un mécanisme d'échange d'informations sur les accords énergétiques conclus entre les États membres et les pays tiers afin de s'efforcer d'obtenir des actions extérieures cohérentes en matière d'énergie et d'accroître la transparence des importations d'énergie vers l'UE; souligne que bon nombre d'accords dans le domaine de l'énergie comportent des volets relatifs à l'investissement, raison pour laquelle la Commission devrait veiller au respect de la cohérence entre les accords énergétiques et les accords d'investissement et s'assurer que les pouvoirs et les recommandations du Parlement européen soient pris en compte dans la politique d'investissement à venir; souligne que la Commission doit jouer un rôle actif et encourageant en ce qui concerne la coordination des accords interétatiques, ce afin d'assurer la réalisation de toutes les exigences qui ont été formulées; ajoute qu'avant de signer des accords dans le domaine de l'énergie, les États membres doivent soumettre les accords interétatiques négociés à l'examen de la Commission, qui garantit leur conformité au droit de l'Union, et plus particulièrement aux réglementations commerciales et en matière d'investissement ainsi qu'aux règles du marché intérieur de l'énergie et aux objectifs énergétiques et climatiques à long terme de l'Union européenne;

2. Member States shall notify the Commission of any cross-border agreement by 16 June 2013, for the agreements concluded before that date, and before their conclusion for new or revised agreements between Member States.

However, what I absolutely cannot support are elements in the report which appear to call for binding European agreements on Member States’ pension systems. That is at odds with everything the Belgian Socialist Party stands for.

Pursuant to the EFSF Framework Agreement and in accordance with EFSF’s by-laws, EFSF is to provide financing in the form of loan facility agreements (hereinafter the ‘Loan Facility Agreements’) to Member States whose currency is the euro where such Member States are in financial difficulties and have entered into a memorandum of understanding with the European Commission containing policy conditionality.

3. For the purposes of paragraph (b) of Article 4 and subparagraph 1(b) of Article 5 of this Agreement, a member of the ECAA as of the date of signature of this Agreement and citizens of such a member shall be treated as a Member State and its nationals, respectively.

In signing this Agreement, all Member States will endeavour, insofar as their internal legal system enables them, to limit as far as possible their claims against any other Member State for injury, death of military or civilian personnel, or damage to any assets owned, used or operated by themselves, except in cases of gross negligence or wilful misconduct.

– I am pleased to report the Standing Veterinary Committee responsible for seeds held a number of meetings in June, July and September on this particular issue with a view to reaching an interim agreement between Member States as to how to deal with this kind of situation, pending the enactment of the legislation that I referred to. Active consideration is therefore being given to this issue and an attempt is being made to seek agreement with Member States as to how to address this particular problem. That, in my view, addresses the short-term aspect.

Cette question est donc examinée avec attention et nous tentons de parvenir à un accord avec les États membres sur la manière de traiter ce problème particulier. L'aspect à court terme me semble donc pris en considération.
