The civil dialogue groups should assist the Commission and help to hold a regular dialogue on all matters relating to the common agricultural policy, including rural development, and its implementation, and in particular the measures which the Commission is called on to take in that context, including the international aspects of agriculture, bring about an exchange of experience and good practice, advise on policy, deliver an opinion on specific matters upon request of the Directorate-General for Agriculture and Rural Development or on their own initiative and monitor policy developments.

The legal basis proposed by the Council and AGRI is Article 43(2) TFEU, which reads as follows: ‘2. The European Parliament and the Council, acting in accordance with the ordinary legislative procedure and after consulting the Economic and Social Committee, shall establish the common organisation of agricultural markets provided for in Article 40(1) and the other provisions necessary for the pursuit of the objectives of the common agricultural policy and the common fisheries policy’ (emphasis added)

The first issues involves the reduction in producer costs, which will lead to greater global competitiveness. The second issue is the reduction in the volatility of food markets, especially by increasing stocks. The third issue concerns halting the decline in the social importance of agriculture by increasing public awareness of its unique and irreplaceable role. The fourth issue concerns ending the random operation of the common agricultural policy (CAP) by implementing a systemic organisation of the policy with a focus on long-term objectives. The fifth and final issue involves putting a stop to the agricultural decline in the new Member States caused by the CAP’s discriminatory principles, while significantly boosting utilisation of wasted agricultural potential in these countries, the new Member States.

In particular, the Commission should be able to adopt detailed rules of application in respect of the publication of information on beneficiaries of the common agricultural policy, in respect of intervention measures where no fixed sum per item has been laid down in a common market organisation and in respect of appropriations which have been carried over to finance the expenditure referred to in Article 3(1)(c) of that Regulation.

There are two things I would like to say to the European Commission. I believe that we need to reflect on the characteristics of an agricultural policy which would be sustainable for the developing countries and, therefore, on the fact that the Community agricultural policy is unsustainable.

However, it is necessary to place this observation in perspective, as the same does not apply to small pulse seeds, where the Community is not managing to achieve self-sufficiency. This shortfall may become more serious in future with the new needs which could arise from the development of a new common agricultural policy which assigns higher priority to quality and the environment, which seeks to meet the Community's needs for vegetable protein better and which pursues a line which will encourage many farmers to alter their crop rotation systems.
