11. Observes with concern that the issue of conflicts of interests is extremely relevant with regards to the members of the panel of experts who are called to test and authorise the products; expresses its deep concern about the two revolving door cases identified by the Agency in 2013 and recommends that the Agency further strengthen its independence policy, especially in publishing the CVs and declarations of interests of managers, members of the Advisory Board and the panel of experts by the end of September 2015; calls upon the Agency to adopt comprehensive policies for the management of situations where conflicts of interests arrive, such as the divestment of a public official's interests, the recusal of the public official from involvement in an affected decision-making process, the restriction of access by the affected public official to particular information and the rearrangement of the public official's duties or the resignation of the public official from their office;

8. In the case of a Public Official who was employed in the federal public administration immediately prior to appointment to a Public Office, the Governor in Council may from time to time declare that, for all purposes of this Act, the Public Service Superannuation Act and the Special Retirement Arrangements Act, the salary of the Public Official shall be such amount as the Governor in Council considers the Public Official would have received if the Public Official had remained in the position in the federal public administration that the Public Official held at the time of appointment to a Public Office.
8. (5) Where a Public Official who has elected under this Act to pay for any period of prior service and has undertaken to pay for that period of service in instalments ceases to be a Public Official before all the instalments have been paid, the unpaid instalments may be reserved, in accordance with the regulations, from any amount payable to him by Her Majesty in right of Canada, including any pension payable to him under this Act, until all the instalments have been paid or the contributor dies, whichever occurs first.

What did the Conservatives promise? They promised: first, they would give the information commissioner the power to order the release of information; second, expand the coverage of the act to all crown corporations, officers of Parliament, foundations and organizations that spend taxpayer money or perform public functions; third, subject the exclusion of cabinet confidences to review by the information commissioner; fourth, oblige public officials to create the records necessary to document their actions and decisions; fifth, provide a general public interest override for all exemptions so that the public interest would be put before the secrecy of the government; and finally, ensure that all exemptions from the disclosure of government information would be justified only on the basis of the harm or injury that would result from disclosure, not blanket exemption rules.

That, in the opinion of the House, the Access to Information Act should be amended to: (a) expand coverage of the act to all Crown corporations, all officers of Parliament, all foundations and to all organizations that spend taxpayers' dollars or perform public functions; (b) establish a Cabinet-confidence exclusion, subject to review by the Information Commissioner; (c) establish a duty on public officials to create the records necessary to document their actions and decisions; (d) provide a general public interest override for all exemptions, in that the public interest should come before the secrecy of government; and (e) make all exemptions discretionary and subject to an injury test.

Indeed, it is nice to talk about bilingualism, but it is necessary to follow up on all senior managers rigorously, and this includes all those who will have to ensure that all their public servants provide services in both official languages (1745) Ms. Adam also told us that the School of Public Service will offer mandatory training courses, starting in autumn 2004, for senior managers and supervisors to make them aware of the impact the unequal status of the two official languages has in work environments and enable them to put in place the measures necessary to attain a work environment that respects employees' linguistic rights.
