Moreover, the first principle of the Lamassoure-Severin report (to make full use of the limits set by the Treaty) makes it impossible to further reduce the number of seats allocated to Germany below the 96 threshold, which would be politically counterproductive for the whole European Parliament, given the German Constitutional Court’s well-known critical view of degressive proportionality.
