IN-CONTEXT TRANSLATIONS

First, the Commission argues that the Council disregarded the fact that the measure envisaged may affect or alter two regulations of secondary law (Regulation (EC) No 600/2004 (1) and Regulation (EC) No 601/2004 (2)).

6. Where a document or procedure provided for in Regulation (EU) No 1306/2013 or Commission acts adopted under that Regulation require the signature of an authorised person or the approval of a person at one or more of the stages of that procedure, the information systems set up for the communication of such documents must make it possible to identify each person unambiguously and provide reasonable assurance that the contents of the documents, including as regards the stages of the procedure, cannot be altered, in accordance with Union legislation.
6. This Agreement does not alter the respective budgetary powers of the institutions as laid down in the Treaties, in Council Regulation (EU, Euratom) No 1311/2013 (the ‘MFF Regulation’) and in Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council (the ‘Financial Regulation’).

WHEREAS THIS PROVISION WAS BASED IN PARTICULAR ON THE POSSIBILITY OF MAKING A CHARGE ON STOCKS PURSUANT TO ARTICLE 37 ( 2 ) OF REGULATION N 1009/67/EEC IN THE CASE OF AN ALTERATION IN PRICE LEVELS AT THE CHANGE-OVER FROM ONE MARKETING YEAR TO THE NEXT ; WHEREAS IT WOULD APPEAR THAT SMALL PRICE ALTERATIONS NEED NOT GIVE RISE TO THE ABOVE-MENTIONED CHARGE ; WHEREAS PROVISION SHOULD THEREFORE BE MADE IN SUCH A CASE FOR PAYMENT OF THE MINIMUM PRICE FOR BEET VALID FOR THE MARKETING YEAR DURING WHICH THE CARRY-FORWARD PERIOD PROVIDED FOR IN ARTICLE 32 OF REGULATION N 1009/67/EEC COMES TO AN END ;
