3. In order to facilitate the administrative process of an amendment application, including where the amendment does not involve any change to the single document and where it concerns a temporary change in the specification resulting from the imposition of obligatory sanitary or phytosanitary measures by the public authorities, the Commission shall be empowered to adopt delegated acts, in accordance with Article 56, complementing the rules of the amendment application process.
3. Afin de faciliter la procédure administrative relative à une demande de modification, y compris lorsque la modification n’implique pas de changement du document unique et lorsqu’elle concerne une modification temporaire du cahier des charges résultant de l’adoption par les pouvoirs publics de mesures sanitaires ou phytosanitaires obligatoires, la Commission est habilitée à adopter, en conformité avec l’article 56, des actes délégués complétant les règles de la procédure de demande de modification.

2. In duly justified cases and in order to take into account the appropriate use of the additional optional quality term, the Commission shall be empowered to adopt delegated acts, in accordance with Article 56, laying down amendments to the conditions of use referred to in paragraph 1 of this Article.

56. Calls on the Council to adopt the legislative proposal to amend Article 23 of the ENPI regulation presented by the Commission in May 2008 and adopted by Parliament on 8 July 2008, which would make it possible to re-invest funds returned following past operations and thus provide the EU with a much-needed tool to alleviate the impact of the current financial crisis on the real economy and the impact of the substantial increases in food prices on the neighbourhood region, in particular the Southern Neighbourhood;

At its first reading the European Parliament has adopted 63 amendments to the text, (7) among which the amendments 9 and 26, amendments 10 and 11, amendments 12, 47, 48, 49, 50, 51 together, amendments 13 and 31 as well as amendments 53, 54, 55 and 56 can each be treated as combined amendments, given that they arise out of logical consequence or cover the same subject.
