The EU once again urges the Belarusian authorities to reconsider their position and engage in constructive negotiations with the OSCE on the future of the AMG in Belarus.
L'UE engage une fois encore les autorités biélorusses à revenir sur leur position et à participer à des négociations constructives avec l'OSCE sur l'avenir de l'AMG en Belarus.

6. Urges the Commission to review, in the light of the further developments concerning the establishment of the OSCE AMG in Belarus, the effectiveness of its TACIS democracy projects, and to consider the possible closing of its TACIS office in Belarus if the work of the OSCE AMG cannot be resumed;

Urges the Belarus authorities to fulfil the country"s obligations as a member of the OSCE and to remove all obstacles to the development of normal relations between Belarus and the OSCE, the normal functioning of the OSCE AMG in Belarus and all other activities to promote democracy and the establishment of democratic institutions in Belarus and to advance economic and social progress;

- having regard to the meeting between the Chairman-in-Office of the Organisation for Security and Cooperation in Europe (OSCE), the Romanian Foreign Minister Mircea Geoana, and Ambassador Hans-Georg Wieck, Head of the OSCE Advisory and Monitoring Group (AMG) in Belarus on 22 May 2001, when the successful work of the AMG was emphasised and there was a call for sustained and continued efforts towards improving dialogue with the Belarus authorities, other political forces and civil society in Belarus,

D. noting the important role being carried out by the OSCE's AMG in Belarus, in particular with regard to creating the necessary conditions for the process of democratisation in Belarus and the establishment of a system for democratic monitoring of the presidential elections by local observers, and supporting this work and the availability of financial aid provided by the EU for the training of local election observers,

The Council examined the situation in Belarus as a follow-up to its declaration of 21 October - when it had expressed once again serious concern at the situation and urged the authorities to avoid disruption of the activities of the OSCE Advisory and Monitoring Group (AMG) in Minsk - and in the light of the recent effective closure of the AMG.
Le Conseil a examiné la situation en Biélorussie dans le cadre de la suite à donner à sa déclaration du 21 octobre, dans laquelle il s'était à nouveau déclaré gravement préoccupé par la situation et avait engagé les autorités de ce pays à éviter toute interruption des activités du groupe consultatif d'observation de l'OSCE (AMG) à Minsk, et à la lumière du fait que l'AMG a bel et bien été fermé récemment.

The EU regrets the decision of the Belarus authorities not to extend the Visa of the acting head of the OSCE Advisory and Monitoring Group (AMG) in Minsk, and urges the government of Belarus to remove every obstacle to the proper functioning of the AMG, reiterating its statement made in the OSCE Special Permanent Council in Vienna on 16 April.
L'UE déplore que les autorités de la Biélorussie aient décidé de ne pas proroger le visa du chef par intérim du Groupe consultatif d'observation de l'OSCE à Minsk; elle engage le gouvernement de ce pays à supprimer tous les obstacles au bon fonctionnement de ce groupe, réaffirmant la déclaration qu'elle a faite le 16 avril à Vienne, lors de la séance spéciale du Conseil permanent de l'OSCE.

Therefore, it urges Belarusian authorities to accept the new AMG Head and to remove the obstacles hindering the normal development of relations between Belarus and the OSCE.
Elle invite donc instamment les autorités biélorusses à accepter le nouveau chef de l'AMG et à éliminer les obstacles qui entravent le développement normal des relations entre la Biélorussie et l'OSCE.

The European Union negatively views this decision which is in line with the lack, for the time being, of a positive attitude from Belarus' authorities given the efforts made by the incumbent Portuguese Presidency of the OSCE to resume co-operation between the Belarusian Government and the OSCE AMG in Minsk.
L'Union européenne désapprouve cette décision, qui cadre avec l'absence, pour l'instant, d'une attitude positive des autorités biélorusses à l'égard des efforts déployés par l'actuelle présidence portugaise de l'OSCE en faveur d'une reprise de la coopération entre le gouvernement biélorusse et l'AMG de l'OSCE à Minsk.
