Considers that an ‘EU industrial policy for the globalised era’ can achieve its aims only if it deals with the extent to which Community policies are adapted to future challenges that European regions and their local industries are facing and will face in the coming years, insofar as the EU policies concerned lead to an increase in the efficiency and competitiveness of SMEs, the prime movers of European industry; in this regard, stresses that the impact of economic, demographic, climate and energy changes needs to be further analyzed with respect to their regional dimension, taking into consideration the potential regional disparities that these challenges will generate, thus affecting the homogeneous growth of EU industries; emphasises the leading role played by regions in promoting the greening of industry and the development of renewable energies;

Calls on the Commission to organize, in conjunction with responsible bodies at various levels, a greater involvement of the various operators at local level, eg communal development workshops and comparable planning procedures which will act as an incentive to the persons involved, and lead to the creation of partnerships between the various people involved, in particular between employed persons and the unemployed, local firms and administrations; systematic use must be made of 'coordinators and consultants' to analyze local supply and demand and then forge contacts between project managers, local actors and potential customers. One possibility might be technical support under the KAROLUS programme and a new programme aimed at training civil servants (at national, regional and local level), whereby both programmes should work together in an integrated way and serve to promote local development and employment initiatives;

IV. THE COUNCIL CALLS ON THE COMMISSION TO: 20. follow-up, as appropriate, the consultation already under way on the Green Papers "Living and working in the information society"[18] , New audiovisual services, "Copyright and related rights in the information society"[19] , "The legal protection of encrypted services"[20] and "Commercial communications in the internal market" [21] ; 21. analyze potential barriers to the development of new information society services, in particular electronic commerce; 22. analyze the impact of information and communications technologies on the competitiveness of industry sectors and submit proposals for a European initiative to stimulate the use of information and communication technologies, in particular for SMEs; 23. intensify international cooperation, in particular to assist the accession countries in their preparation for the information society and to improve communication with other regions, in order to promote the global information society; 24. report to Council on the competitive position of the ICT industry and the state of implementation of the 1991 Resolution on the ICT Industry.
LE CONSEIL INVITE LA COMMISSION : 20. à assurer le suivi, comme il convient, de la consultation déjà en cours sur les Livres verts intitulés "Vivre et travailler dans la société de l'information" [19] , "Nouveaux services audiovisuels", "Le droit d'auteur et les droits voisins dans la société de l'information" [20] , "La protection juridique des services cryptés dans le marché intérieur" [21] et "Les communications commerciales dans le marché intérieur" [22] ; 21. à analyser les entraves qui pourraient faire obstacle à la mise au point de nouveaux services de la société de l'information, notamment du commerce électronique ; 22. à analyser l'incidence des technologies de l'information et des communications sur la compétitivité de certains secteurs de l'industrie et à présenter des propositions concernant une initiative européenne visant à encourager l'utilisation des technologies de l'information et des communications, notamment à l'intention des PME ; 23. à intensifier la coopération internationale, notamment à aider les pays candidats à l'adhésion dans leur préparation à la société de l'information et à améliorer les communications avec d'autres régions, afin de promouvoir la société globale de l'information ; 24. à faire rapport au Conseil sur la position concurrentielle de l'industrie des technologies de l'information et des communications et sur l'état d'avancement de la mise en oeuvre de la résolution de 1991 sur l'industrie des technologies de l'information et des communications.

8. The Council considers that the aim of implementing development research programmes should be: - the strengthening of research capacities, based on the supporting and structuring of the centres of competence existing in the national research systems of the developing countries, and promoting private sector investment to contribute thereto; - the regional integration of such capacities, by analyzing needs and programming activities at regional level, taking account of the specific needs and potential of the various countries, and by creating an appropriate scientific environment to rationalize the means and make the most of combined efforts; - the mobilizing of European scientific expertise, on the basis of the needs made known by the developing countries concerned, inter alia by partnerships favouring: = a more sustained development of projects, = the strengthening of local research teams, maintaining local researchers on site or returning them there, = the gradual adaptation of research capacities and their sustainable development.
8. Le Conseil considère que la mise en oeuvre des programmes de recherche au développement doit viser : - le renforcement des capacités de recherche, en s'appuyant sur le soutien et la structuration des pôles de compétence existant dans les systèmes nationaux de recherche des pays en développement, et en favorisant l'investissement du secteur privé pour y contribuer ; - l'intégration régionale de ces capacités, par l'analyse des besoins et la programmation des activités au niveau régional, en tenant compte des besoins spécifiques et des potentialités des différents pays, et par la création d'un environnement scientifique adéquat pour rationaliser les moyens et valoriser les synergies ; - la mobilisation de l'expertise scientifique européenne, sur la base des besoins exprimés par les pays en développement concernés, entre autres par des partenariats qui favorisent : = un développement plus soutenu des projets, = le renforcement des équipes de recherche locales ainsi que le maintien sur place ou le retour des chercheurs locaux, = une appropriation progressive des capacités de recherche et leur développement durable.
