Approves the Commission's proposal to set up a harmonised statistical information system in view of a "benchmarking" of innovation in industry, services and SMEs; stresses however that such a system is also needed for a precise benchmarking of innovation policies in Member States and other developed countries in order to define best practices and to establish clear and quantified objectives; considers that in view of such a monitoring and comparative analysis of public policies a simple exchange of experience is largely insufficient and that statistically significant, geographically comparable indicators measuring the impact of innovation policies and infrastructures and a permanent assessment of our policies' ability to foster innovation need to be elaborated; calls on the Commission to set up a quantitative information system ("tell-tale system") which will enable the Community and the Member States to set precise and quantified objectives and to ascertain at any time the degree to which they have been fulfilled;
4. approuve la proposition de la Commission de mettre sur pied un système d'information statistique harmonisé afin d'assurer un bechmarking de l'innovation dans les entreprises industrielles, les services et les PME; souligne toutefois qu'un tel système est nécessaire aussi pour assurer un benchmarking précis des politiques d'innovation des États membres et des autres pays industrialisés afin de définir les meilleures pratiques et d'établir des objectifs clairs et chiffrés; estime que, dans la perspective de ce contrôle et de cette analyse comparative des politiques, un simple échange d'expériences est nettement insuffisant et que des indicateurs statistiquement significatifs, géographiquement comparables permettant de mesurer l'impact des politiques d'innovation et des infrastructures et d'évaluer en permanence les effets des politiques menées pour promouvoir l'innovation doivent être développés; invite la Commission à mettre en place un système d'information quantitative permettant à la Communauté et aux États membres de fixer des objectifs précis et chiffrés et de déterminer à tout moment dans quelle mesure ceux-ci ont été réalisés;
