IN-CONTEXT TRANSLATIONS

Undoubtedly the prospect itself of negotiating this agreement, together with the new configuration of power in the region following the election of President Alan García in Peru and of Evo Morales in Bolivia, the re-election of President Uribe in Colombia and Chile’s rapprochement with the CAN under President Bachelet, have all contributed to reinforcing the CAN and thus the process of integration in Latin America, whatever may be the final form that this process will take. All this of course is despite and unconnected with the growing and controversial international role played by Venezuela under President Chaves, whose return to the CAN can only be encouraged. In fact the CAN is today the only political, economic and institutional mechanism capable of shoring up a region that is as subject to upheaval as the Andean region, by serving as a democratic counterweight to the authoritarian tendencies and impulses that are always present there, and by ensuring that the subregion has a place in the political, economic and trade life of a globalised world.
Il ne fait aucun doute que la perspective même de négocier ledit accord, ainsi que le nouveau rapport de forces existant dans la région à la suite de l'élection de M. Alan García aux fonctions de président du Pérou, de M. De fait, la CAN représente aujourd'hui le seul mécanisme politique, économique et institutionnel susceptible de conférer une structure solide à une région aussi agitée que la région andine, de faire office de contrepoids démocratique face aux tendances et aux velléités autoritaristes toujours en germe dans la région, et d'assurer à cette dernière une place politique, économique et commerciale à l'ère de la mondialisation.

With political agendas often dominated by important domestic challenges, the Andean countries have not always been able to focus on the longer term benefits to be gained from regional integration and, as a consequence, the integration process continues to progress only slowly.

In this respect, I have been following with great interest the recent developments in Latin America : of course, the developments in Mercosur, the most advanced partnership in the region which had to live through difficult times last year; but also the speeding up of the ALCA process; the re-launch of 4+1 discussions between Mercosur and the US; efforts for bi-regional agreements between Mercosur and the Andean Pact; and bilateral discussions between the US and Chile and Uruguay, and between Mexico and Brazil.

Preamble The European Union and the countries of the Andean Community, Bolivia, Colombia, Ecuador, Peru and Venezuela: - conscious of the common cultural heritage and the historical, political and economic ties that bind them; - agreeing to follow democratic values and stressing that the respect for human rights, for individual freedoms and for the principle of the constitutional State, which is the cornerstone of the democratic society, governs the domestic and foreign policy of the countries of the European Union and of the Andean Community, and forms the basis of their common project; - considering their support for the rules and principles of international law; - manifesting their interest in regional integration as an instrument for the promotion of a sustainable and harmonious development of peoples, based on the principles of social progress and solidarity among their members; - basing themselves on the relations established by the Cooperation Agreement signed by the European Community and the countries of the Andean Community; - supporting the present level of technical and financial cooperation between the European Union and the countries of the Andean Community; - taking into account the level reached by the dialogue and the instruments of cooperation between the European Union and the Andean countries on the fight against drugs, have decided to impart a lasting and far-reaching perspective to mutual relations.
