Expects further efforts by the Council and the Commission in order to ensure that a reunified Cyprus can become a member of the EU on 1 May 2004; takes note of the results of the elections held on 14 December in northern Cyprus; points out that, in spite of the massive voting rights granted to Turkish settlers, which altered the real balance, these elections show once more the will of Turkish Cypriots to join the Union; calls on the Ankara authorities not to use Cyprus as a bargaining chip for its application for membership and to actively facilitate the resumption of dialogue between the two sides along the lines of the Annan plan and the reunification of the island before 1 May;
