IN-CONTEXT TRANSLATIONS

51. Recalls the Joint Declaration of the three institutions that the annual budgetary procedures applied for the MFF 2014-2020 will integrate, as appropriate, gender-responsive elements; points out the need for further efforts in this regard and for a common approach between the three institutions in order to ensure an effective gender mainstreaming in the annual budgetary procedures; reiterates its call that gender analysis should be an integral part of the Union's budgetary procedures and that it should actively involve all actors at all levels of the process in order to advance the Union's commitment towards gender equality;

Recalls that amending budgets may be adopted only following the same procedure established by the treaties for the annual budgetary procedure, including the conciliation committee if necessary, except in so far as the calendar is concerned, and considers that, as for the annual budget, the budgetary authority has the right to introduce amendments on elements not known at the moment of the adoption of the budget;

(20) This Decision lays down for the entire duration of the eLearning programme a financial framework constituting the prime reference, within the meaning of point 33 of the Interinstitutional Agreement of 6 May 1999 between the European Parliament, the Council and the Commission on budgetary discipline and improvement of the budgetary procedure(9), for the budgetary authority during the annual budgetary procedure.

The purpose of this Agreement concluded between the European Parliament, the Council and the Commission, hereafter referred to as the institutions', is to implement budgetary discipline and to improve the functioning of the annual budgetary procedure and cooperation between the institutions on budgetary matters.
