Aa. whereas this report, while drafted in response to the EU Annual Report on Human Rights and Democracy in the World in 2013 adopted by the Council, is a forward‑looking analysis of the EU’s activities in the policy area in question; whereas Parliament, in its resolutions on the previous Annual Reports and on the review of the EU human rights strategy, has stressed the need for continued reflection on its own practices in relation to the mainstreaming of human rights in its activities, to the follow-up of its urgency resolutions on breaches of democracy, human rights and the rule of law and to the monitoring of compliance with clauses on democracy and human rights in all agreements concluded by the EU with third countries;

– (IT) This annual report aims to emphasise the European Parliament’s strong determination and long-term efforts to defend human rights and democracy in the world through the development of an increasingly integrated and effective European policy capable of guaranteeing greater coherence and consistency across all policy areas, whether through bilateral relations with third countries or through supporting international and local civil-society organisations. In particular, we insist on the importance of conducting a thorough assessment of the human rights aspects of the European Neighbourhood Policy (ENP), which should notably address the coherence and efficiency of the existing mechanisms such as the Action Plans, Progress Reports, Human Rights dialogues and the decision-making process of upgrading relations with non-EU countries.
– (IT) Ce rapport annuel souligne la forte détermination du Parlement européen et les efforts de longue haleine qu’il déploie pour défendre les droits de l’homme et la démocratie dans le monde en développant une politique européenne forte et efficace en matière de droits de l’homme, garante de davantage de cohérence et de constance dans l’ensemble de ses domaines d’action politique, que ce soit par le biais de ses relations bilatérales avec les pays tiers ou en soutenant les organisations internationales et locales de la société civile; Nous insistons en particulier sur le fait qu’il importe de réaliser une évaluation approfondie des aspects de la politique européenne de voisinage (PEV) relatifs aux droits de l’homme, qui devrait notamment se pencher sur la cohérence et l’efficacité des mécanismes actuels, tels que les plans d’action, les rapports sur les progrès, les dialogues sur les droits de l’homme et le processus décisionnel du renforcement des relations avec les pays tiers.

· Major aspects of local strategies for the implementation of the EU Guidelines on Human Rights Defenders should be reflected in Country Strategy papers, ENP Action Plans and Annual Action Programmes of the EIDHR. The support for and protection of human rights defenders must go beyond human rights dialogues and ENP human rights subcommittees considering the urgent character of actions to be taken and have to be systematically high on the agenda of the political dialogue with third countries, including within Association or Cooperation Councils and bilateral Summits.

Parliament has made this point repeatedly over the past few years, and it is now high time for an initiative for raising the profile of the EU’s Annual Reports on human rights in the world.

– Mr President, the job of the European Parliament is to scrutinise and hold to account the institutions of the European Union, yet every year since 1988 in this Parliament’s annual human rights report, we have scrutinised the record of governments across the world, but never asked the hard questions about what impact the EU itself has had in promoting compliance with international human rights law abroad. This year we are doing so.

Chaque année depuis 1988, dans le rapport annuel sur les droits de l’homme que rédige ce Parlement, nous examinons les bilans de gouvernements du monde entier.
