Definition: A transient disorder that develops in an individual without any other apparent mental disorder in response to exceptional physical and mental stress and that usually subsides within hours or days. Individual vulnerability and coping capacity play a role in the occurrence and severity of acute stress reactions. The symptoms show a typically mixed and changing picture and include an initial state of daze with some constriction of the field of consciousness and narrowing of attention, inability to comprehend stimuli, and disorientation. This state may be followed either by further withdrawal from the surrounding situation (to the extent of a dissociative stupor - F44.2), or by agitation and over-activity (flight reaction or fugue). Autonomic signs of panic anxiety (tachycardia, sweating, flushing) are commonly present. The symptoms usually appear within minutes of the impact of the stressful stimulus or event, and disappear within two to three days (often within hours). Partial or complete amnesia (F44.0) for the episode may be present. Reiterates once again that any further initiative for a deep and genuine EMU based on stability, sustainable growth, solidarity and democracy must imperatively be established in accordance with the Community method; emphasises that the EU institutions are required to practise sincere mutual cooperation; reminds the European Council that it does not have any Treaty-based prerogative of legislative initiative and that it must stop instructing the Commission on the form and/or content of any further legislative initiative and bypassing the Commission’s coordinating, executive and management roles as laid down in the Treaties;

Notes that, in 2010, there were 33 200 missions (official trips) representing a total of 98 629 mission days, most of them involving travel between Parliament's three places of work; reiterates the need to avoid unnecessary missions between the three working places and the costs they entail with more systematic and documentary justifications and better monitoring; requests that the Secretary General report, as part of the discharge procedure, on any savings made as a result of further rationalisation and on further initiatives that have been taken or that are in preparation leading to fewer missions; is further of the opinion that, in general, no committee meeting should take place in Strasbourg with the exception of those committees of which the agenda is directly linked to the reports or discussions on that week's part session's agenda; encourages the Court of Auditors to further analyse the existing mission procedures and to provide recommendations in order to improve their efficiency; asks the Secretary-General specifically to review the posts based outside of Brussels, particularly for those staff members who undertake repeated missions to Brussels, to ascertain if they need to be relocated; suggests that the agreement with the Luxembourg authorities, which fixes the number of Parliament staff based in Luxembourg without regard to any evolving needs of Parliament, may need to be revised;

Coordination between human, veterinary and environment sectors should be ensured and the magnitude of the relationship between the occurrence of antimicrobial resistant pathogens in humans, animals and the environment should be further clarified and therefore this Recommendation does not preclude further initiatives in other areas.
Il convient d'assurer une coordination entre les domaines humain, vétérinaire et environnemental et de mieux préciser l'ampleur du lien entre l'apparition de pathogènes résistants aux antimicrobiens chez l'homme, chez l'animal et dans l'environnement; c'est pourquoi la présente recommandation n'exclut pas de nouvelles initiatives dans d'autres domaines.

5. Reiterates that the Kyoto process is only a basis for further work in response to climate change; calls therefore on the contracting parties and particularly the industrialised countries to adopt further ambitious reduction targets; calls on the Commission and the Member States to maintain a leading role; requests that the Commission and the Member States take further initiatives in order to develop an EU strategy to this end;
