The idea behind this, for me anyway, is that if the minister wants this bill through and is prepared to use time allocation, then one of the prices he has to pay, or however you want to describe it, is that the minister is then willing to come to the House and give special access, extraordinary access if you like, on the floor of the House of Commons to the opposition, not just in respect of why the time allocation motion is moved but on the bill itself. To me, that was part of the idea.
L'idée de cette nouvelle règle, à mon sens en tout cas, c'est que, si le ministre veut faire adopter son projet de loi et qu'il est prêt à recourir à l'attribution de temps, le prix à payer—je ne sais pas trop comment vous voulez appeler cela—, c'est, entre autres, que le ministre soit disposé à se présenter à la Chambre et à accorder à l'opposition à la Chambre des communes en tant que telle un accès spécial ou extraordinaire si vous voulez, pour qu'elle puisse l'interroger, non pas seulement sur le motif de la motion d'attribution de temps, mais sur le projet de loi en tant que tel. C'était là en partie l'intention, selon moi.
