The current framework requires an applicant to obtain a declaration from a medical practitioner (or one or two specialists) indicating that the recommended use of marijuana would mitigate the applicant’s symptom and that the benefits from the applicant’s recommended use of marijuana would outweigh any risks associated with that use.
