Unless otherwise specified in this title, this Regulation and the delegated acts adopted pursuant to this Regulation shall apply to applications for international registrations under the Protocol relating to the Madrid Agreement concerning the international registration of marks, adopted at Madrid on 27 June 1989 (hereafter referred to as ‘international applications’ and ’the Madrid Protocol’ respectively), based on an application for a European Union trade mark or on a European Union trade mark and to registrations of marks in the international register maintained by the International Bureau of the World Intellectual Property Organisation (hereafter referred to as ‘international registrations’ and ’the International Bureau’, respectively) designating the European Union '.

(14) In view of ensuring equal treatment for all applicants and beneficiaries of international protection, as well as in order to ensure consistency with current Union asylum acquis, in particular with Council Directive 2004/83/EC of 29 April 2004 on minimum standards for the qualification and status of third country nationals or stateless persons as refugees or as persons who otherwise need international protection and the content of the protection granted and Regulation (EU) No [./.] [establishing the criteria and mechanisms for determining the Member State responsible for examining an application for international protection lodged in one of the Member States by a third-country national or a stateless person], it is appropriate to extent the scope of this Regulation to order to include applicants for subsidiary protection and persons enjoying subsidiary protection.

If there are shortcomings with respect to both bilateral and multilateral applications of chapter 11 along the lines that the member is concerned about with respect to opening the door to pollution and the kinds of pesticides that have been cited and so on, what would he suggest we do in terms of applications of international rule of law?

5. An asylum seeker who is present in another Member State where he/she lodges an application for international protection after withdrawing his/her first application made in a different Member State during the process of determining the Member State responsible shall be taken back, under the conditions laid down in Articles 23, 24 and 28, by the Member State with which that application for international protection was first lodged, with a view to completing the process of determining the Member State responsible for examining the application for international protection.
5. L'État membre auprès duquel la demande de protection internationale a été introduite en premier est tenu, dans les conditions prévues aux articles 23, 24 et 28, et en vue d'achever le processus de détermination de l'État membre responsable de l'examen de la demande, de reprendre en charge le demandeur d'asile qui se trouve dans un autre État membre et y a formulé à nouveau une demande de protection internationale après avoir retiré sa première demande pendant le processus de détermination de l'État responsable.

(25) The procedure for the suspension of transfers should also be applied when the Commission considers that the level of protection for applicants for international protection in a given Member State is not in conformity with Community legislation on asylum, in particular in terms of reception conditions, qualification for international protection and access to the asylum procedure, with a view to ensuring that all applicants for international protection benefit from an adequate level of protection in all Member States.
(25) Afin que tous les demandeurs d'une protection internationale bénéficient d'un niveau de protection adéquat dans tous les États membres, la procédure de suspension des transferts devrait également être appliqué lorsque la Commission estime que le niveau de protection assuré dans un État membre déterminé n'est pas conforme à la législation communautaire sur l'asile, notamment en matière de conditions d'accueil, de conditions à remplir pour bénéficier de la protection internationale et d'accès à la procédure de demande d'asile.

Obviously, we look to our own legislation first, but there are many contexts where we will find our courts looking for interpretation and application to international legal instruments, international custom, international treaties — both bilateral and multilateral — and the multilateral organizations that interpret and implement those international sources.
