Prevention and community support are also components of the prevention, support and research program for Canadians living with hepatitis C. The community support component includes dozens of programs, hundreds of initiatives aimed at supporting both a strong community response to the needs of persons infected or affected by hepatitis C and a substantial role for community organizations involved in the area.

In this decision, the Supreme Court of Canada set out five factors that the Minister of Health must consider when assessing any future applications of this nature, including evidence, if any, of the impact of such a facility on crime rates; the local conditions indicating a need for such a supervised injection site; the regulatory structure in place to support the facility; the resources available to support its maintenance; and expressions of community support or opposition.

The court included five factors in its 2011 ruling that it indicated the minister must consider when assessing an application to undertake activities at a supervised injection site. These factors include evidence, if any, on the following: the impact of such a site on crime rates; local conditions indicating a need for such a site; the regulatory structure in place to support the site; resources available to support its maintenance; and expressions of community support or opposition, which is quite critical indeed.

6. EMPHASISES, while taking account of the principle of subsidiarity, the importance of the key concepts of "scientific excellence" and "European added value", which must be used to prioritise the Union's efforts on major research and development issues in future framework programmes, through the application of strict and coherent criteria; AFFIRMS that Community support for scientific and technical research should help towards the construction of a Europe of knowledge, the implementation of Community policies and, in accordance with Article 163 of the Treaty, the strengthening of the scientific and technological base of Community industry, by encouraging undertakings and others involved in research to carry out advanced or long-term research projects and by giving support to demonstration projects for innovative technologies.

As in the past, the interregional operation supporting training and development in the French regions is designed to complement the implementation of the IMPs by supplying support to decision- makers, administrators and economic agents in the IMP areas, chiefly in relation to the management of European procedures (application of Community financing, methods of implementing programmes), the training of economic agents and the raising of their awareness of the IMPs, and the organization of working groups and interregional seminars aimed at encouraging the sharing of experience between the IMP regions and the solution of common problems.
