The term describes an attitude in which citizens who have to surrender their licence in their home country as a result of a serious offence apply for a new licence in another Member State that then has to be recognised in their home country. Parliament’s proposal for this has been accepted: a Member State must refuse to issue a driving licence to an applicant whose licence has been restricted, suspended or withdrawn in another Member State (Article 11).
