Secondly, such agreements should relate to taxation and aim to guarantee that the mechanisms of Council Directive 77/799/EEC of 19 December 1977 concerning mutual assistance by the competent authorities of the Member States in the field of direct taxation and taxation of insurance premiums (1) and Council Directive 2003/48/EC of 3 June 2003 on taxation of savings income in the form of interest payments (2), which aim in particular at combating fraud and cross-border tax evasion, will continue to apply in future to the territory of Saint-Barthélemy.
Ils devraient, d’autre part, concerner la fiscalité et avoir pour objectif de garantir que les mécanismes de la directive 77/799/CEE du Conseil du 19 décembre 1977 concernant l’assistance mutuelle des autorités compétentes des États membres dans le domaine des impôts directs et des taxes sur les primes d’assurance (1) et de la directive 2003/48/CE du Conseil du 3 juin 2003 en matière de fiscalité des revenus de l’épargne sous forme de paiements d’intérêts (2), visant notamment à lutter contre la fraude et l’évasion fiscale transfrontalières, s’appliqueront également à l’avenir au territoire de Saint-Barthélemy.

The citizens of Saint-Barthélemy should remain citizens of the Union and should enjoy the same rights and freedoms within the Union as other French citizens, just as all citizens of the Union should continue to benefit from the same rights and freedoms in Saint-Barthélemy as they do now.
Les citoyens de Saint-Barthélemy devraient demeurer des citoyens de l’Union et jouir, au sein de celle-ci, des mêmes droits et libertés que les autres citoyens français tout comme l’ensemble des citoyens de l’Union devraient continuer de bénéficier à Saint-Barthélemy des mêmes droits et libertés qu’actuellement.
