Following the election of the President and Vice-President of the General Court of the European Union for a period of three years, the Judges of the General Court have elected from among their number, on 18 September 2013, the Presidents of Chambers in accordance with Article 15 of the Rules of Procedure of the General Court.
À la suite de l'élection du président et du vice-président du Tribunal de l'Union européenne pour une période de trois ans, les juges du Tribunal ont élu parmi eux, le 18 septembre 2013, les présidents des chambres, conformément à l'article 15 du règlement de procédure du Tribunal.

4. Unless the Parties mutually determine otherwise, the arbitral tribunal shall consist of three arbitrators, of whom each Party shall appoint one within two months from the date of receipt of the request for arbitration, and the two arbitrators so appointed shall appoint, within two months after the last notice of appointment, the third who shall act as president; provided that if either Party fails to appoint its arbitrator or if the two appointed arbitrators fail to agree about the third, the competent authority of the other Party shall invite the President of the International Court of Justice to appoint the arbitrator of the first Party or the two appointed arbitrators shall invite the President of the International Court of Justice to appoint the president of the arbitral tribunal.
4. À moins que les Parties en décident autrement, le tribunal arbitral est composé de 3 arbitres, desquels un sera nommé par chacune des Parties dans un délai de 2 mois suivant la date de réception de la demande d’arbitrage; ces 2 arbitres nommeront, dans un délai de 2 mois suivant le dernier avis de nomination, une tierce personne qui agira à titre de président; étant entendu que, si l’une des Parties ne nomme pas son arbitre ou si les 2 arbitres ne peuvent s’entendre sur le choix du troisième, l’autorité compétente de l’autre Partie doit demander au Président de la Cour internationale de Justice de nommer l’arbitre de la Partie ou les 2 arbitres demanderont au Président de la Cour internationale de Justice de nommer le président du tribunal arbitral.

How can we ask the public to be enthusiastic about the creation of a super-minister for Foreign affairs – suddenly appointed Vice-President of the Commission – or about the appointment of a President of the European Council, or about all these texts which either are totally beyond their comprehension or have a hollow ring to them?
Comment demander à ces derniers de s’enthousiasmer pour la création d’un superministre des Affaires étrangères - bombardé vice - président de la Commission -, pour la nomination d’un président du Conseil européen ou pour l’ensemble de ces textes qui leur échappent totalement ou sonnent creux?

It is an important element in the interinstitutional balance because it shows that, when it asks the Commission, in accordance with the usual paths laid down by the Treaty, to carry out one of its well-founded requests, Parliament will find the Commission to be an attentive and willing partner in dialogue. This is also in line with the demands made by Parliament and the Group of the European People’s Party in particular at the time of Romano Prodi’s appointment as President of the Commission.
C'est un fait important pour l'équilibre interinstitutionnel parce qu'il prouve que, quand il demande à la Commission de donner suite à une requête fondée selon les voies prévues par le Traité, le Parlement peut trouver un interlocuteur attentif et disponible. Cette attitude est conforme aux exigences posées par le Parlement - et par le groupe du parti populaire européen en particulier - à l'occasion de l'investiture du président de la Commission, M. Romano Prodi.

I would like once again to thank everyone, Mr President, ladies and gentlemen, for your support during the German Presidency, and I wish you, the new Parliament, all the best, as I do the coming new Commission, once they have survived the difficult hearings. These are the Commissioners who have yet to be appointed in the torture chambers, and I mean this ironically and, of course, only in a rhetorical sense, of the freely-elected European Parliament.
