In response to the procedural issues that have been raised, including publicly in recent days, it can be replied that the procedure and its time-limits have been respected fully in the case of this package and Martin Selmayr's appointment under Article 7 of the Staff Regulations to the post of Secretary-General: it began with the Deputy-Secretary-General's publication of a vacancy notice, which was followed by the assessment centre with its external assessment of candidates, an interview with the Commission's Consultative Committee and a final interview with the President and myself the day before the decision.

Appreciates the close cooperation which the Temporary Committee has maintained with the Council of Europe, particularly its Parliamentary Assembly and Secretary-General, and encourages its Committee on Legal Affairs and Human Rights, and its Chairman, Senator Dick Marty, to continue their work; stresses the convergence of the findings of the two committees to date; endorses the recommendations made to the Committee of Ministers by the Secretary-General, Terry Davis;

By letter of 12 April 2002 the Secretary-General of the Parliament (‘the Secretary-General’) reminded the applicant of the various allowances that had been paid to him since the beginning of his term of office and asked him to provide, by the end of April 2002, facts and figures on the use of the credits paid as secretarial allowances between 1999 and 31 January 2001 and details on the use of credits paid as general expenditure allowances.
