If it were not for the opposition, there would be no debate in Parliament (1200) Mr. Bill Blaikie (Winnipeg—Transcona, NDP): Mr. Speaker, I want to begin by thanking the Bloc Québécois for putting forward this motion today and providing the House of Commons with an opportunity to debate whether or not Canada should participate or for that matter whether or not Canada should begin a conversation with the United States of America on Canadian participation in what is sometimes called national missile defence but which is more appropriately called star wars.

Bill Blaikie (Winnipeg—Transcona, NPD): Monsieur le Président, d'entrée de jeu, je remercie le Bloc québécois d'avoir présenté cette motion aujourd'hui et de donner ainsi à la Chambre des communes l'occasion de débattre pour savoir si le Canada doit participer ou non au système de défense antimissile, qu'on devrait plutôt appeler guerre des étoiles, ou, en fait, s'il devrait entreprendre des négociations avec les États-Unis à ce sujet. Je m'explique.

- 5 - A range of measures accompanying the implementation of RDD programmes are envisaged, like all initiatives appropriate to the organisation of the great internal market; specific activities or support measures of particular interest to those states or regions of the Community whose specific and technical development calls for special efforts (ex. STAR; use of ERDF and PIM for certain infrastructure projects, creation of new financial arrangements to support infrastructure projects, and also meet the needs of SME; ways and means for systematically involving laboratories or firms in less favoured regions); measures concerning SME with a view to involving them in the progress of the Community and allowing them to exploit the Community's internal market potential to the full (ex. certain percentage of contract appropriations for shared-cost programmes reserved for SME, improved information for SME, stimulation of technology transfer, possibilities of association); increased support for the training and retraining of research workers (postgraduate researchers and scientists).
Une gamme de mesures d'accompagnement pour soutenir la mise en oeuvre des programmes de R, D D pourra par ailleurs etre utilisee; il s'agit notamment de l'ensemble des initiatives appropriees a l'organisation du grand marche interieur et dela mise en oeuvre d'activites specifiques ou l'adoption de modalites de soutien interessant plus specialement les Etats ou les regions de la Communaute dont le developpement scientifique et technique appelle des efforts particuliers (par exemple STAR, recours au FEDER et utilisation des PIM pour certains projets d'infrastructure, creation de nouvelles modalites financieres pour soutenir les projets d'infrastructure et repondre aux besoins des PME; voies et moyens permettant d'impliquer de facon systematique des laboratoires ou des entreprises dans des regions moins favorisees). On peut ?galement citer les mesures visant les petites et moyennes entreprises dans le but de les inserer dans la dynamique communautaire et de leur permettre d'exploiter pleinement le potentiel du grand marche interieur communautaire (ainsi, un certain pourcentage des credits a attribuer par voie de contrats pour les programmes a frais partages pourrait etre reserve aux PME; amelioration de l'information des PME; stimulation des transferts technologiques; possibilites d'association). Enfin, il s'agit d'apporter un soutien accru a la formation et au recyclage des chercheurs (chercheurs et scientifiques postgradues).
