4. Urges the EU and its Member States to make further significant efforts aimed at facilitating the return of misappropriated assets stolen by the former regimes to the people of Arab Spring countries within a reasonable timeframe; encourages national asset recovery offices in all the Member States to work closely together and to develop their relations with the relevant authorities of Arab Spring countries with a view to assisting them with the complex legal procedures involved; calls on the European External Action Service to take a proactive leadership role, notably in coordinating Member States’ efforts, providing capacity-building, and encouraging cooperation among all the states concerned;
4. exhorte l'Union et ses États membres à déployer de nouveaux efforts significatifs en vue de faciliter la restitution, dans des délais raisonnables, des avoirs détournés par les anciens régimes aux peuples des pays du printemps arabe; encourage les bureaux nationaux de recouvrement des avoirs dans tous les États membres à travailler en étroite coopération et à développer leurs relations avec les autorités concernées des pays du printemps arabe, en vue de les aider dans le cadre des procédures juridiques complexes concernées; invite le Service européen pour l'action extérieure à assumer un rôle actif de chef de file, notamment en coordonnant les efforts des États membres, en contribuant au renforcement des capacités et en encourageant la coopération entre tous les États concernés;

15. Supports the efforts of the League of Arab States to end the violence and to promote a political solution in Syria with the Action Plan monitored by an observation mission; notes the Arab League’s decision to end its observation mission in Syria in response to the increasing violence by state authorities and security services; welcomes the Arab League’s decision to increase cooperation with the UN; welcomes the decision of the League of Arab States to impose sanctions against the Syrian regime, to support the Syrian opposition, and its call for a UN and Arab League peacekeeping mission to be deployed in Syria; calls on the Syrian regime to refrain from any direct or indirect attempt to destabilise neighbouring countries;
