In addition to the exemptions from application set out in Article 1(2) of Common Position 2004/137/CFSP and in Article 1 of Common Position 2006/518/CFSP, the measures on arms imposed by Article 1(1) of Common Position 2004/137/CFSP shall not apply to supplies of non-lethal military equipment other than non-lethal weapons and ammunition, as notified in advance to the Committee established by paragraph 21 of UNSCR 1521 (2003), intended solely for use by members of the Government of Liberia police and security forces who have been vetted and trained since the inception of the United Nations Mission in Liberia in October 2003.

Certain types of education and training not covered by the definition of "diploma" within the meaning of Article 1, first paragraph, a), second indent, i) of Directive 92/51/EEC nevertheless lead to a comparable level of professional competency and prepare people for similar responsibilities and activities [21] * for example, training as a physiotherapist in Germany or children's nurse in Luxembourg.
158. Whereas under Article 5 (1) (b), second indent, of Regulation (EEC) No 543/69, the driver of a vehicle intended for the transport of goods having an authorized maximum weight of over 7.5 metric tons and to which this Regulation applies, if he has not reached the age of 21 years, must hold a certificate of professional competence recognized by one of the Member States confirming that he has completed a training course for drivers of vehicles intended for the carriage of goods by road;
