Myanmar’s first ASEAN chairmanship in 2014 provided the opportunity for the EU to step up engagement with the country at the regional level and work towards implementing the "Bandar Seri Begawan Plan of Action to strengthen the ASEAN-EU Enhanced Partnership (2013-2017)" and promoting EU strategic interests in the Asia Pacific as set out later on in the EU Joint Communication ‘The EU and ASEAN: a partnership with a strategic purpose’ and the ensuing Council conclusions.
La première présidence de l'ASEAN qu'a assumée le Myanmar en 2014 a été pour l'UE l'occasion d'intensifier sa coopération avec le pays au niveau régional et d'œuvrer à la réalisation du «plan d'action 2013-2017 de Bandar Seri Begawan visant à consolider le partenariat renforcé entre l'ASEAN et l'UE» ainsi qu'à la promotion de ses intérêts stratégiques dans la région Asie-Pacifique, qu'elle a présentés par la suite dans la communication conjointe intitulée «L'UE et l'ASEAN: un partenariat à visée stratégique» et dans les conclusions du Conseil auxquelles cette communication a donné lieu.

Calls for the EU to have a greater presence in the Asia-Pacific region, with a focus beyond China, India and Japan; stresses the political and economic potential of the partnerships being established between the EU and Indonesia, a democracy with the world's fourth-largest – mostly Muslim – population, and a G-20 member, and between the EU and the Philippines; underlines the new prospects for EU-ASEAN relations following the democratic changes in Myanmar; regards the Bandar Seri Begawan Plan of Action to strengthen the Association of Southeast Asian Nations (ASEAN)-EU enhanced partnership as a relevant step; also regards the Treaty of Amity as a chance to deepen cooperation and looks forward to tangible outcomes in this respect;

The EU will also prepare for negotiations on a Forest Law Enforcement, Governance and Trade Voluntary Partnership Agreement (FLEGT VPA). Myanmar in ASEAN and the region: The country’s transition offers new opportunities for regional cooperation between the EU and ASEAN and between the EU and the Lower Mekong countries to strengthen the regional integration process and the substance of the EU-ASEAN enhanced partnership.
L'UE préparera aussi les négociations en vue d'un accord de partenariat volontaire (APV) sur l'application des réglementations forestières, la gouvernance et les échanges commerciaux (FLEGT); le Myanmar au sein de l'ASEAN et de la région: la transition du pays ouvre de nouvelles perspectives de coopération régionale entre l’UE et l’ASEAN et entre l’UE et les pays du bas Mékong, ce qui permettra de fortifier le processus d'intégration régionale et le contenu du partenariat renforcé EU-ASEAN.

Targeted technical cooperation will also be expanded to support the implementation of the Agenda 2030 for Sustainable Development; Stimulating European business interest through the conclusion of an Investment Protection Agreement, while also promoting corporate social responsibility and responsible investment; Enhancing cooperation with Myanmar as a member of ASEAN so as to strengthen the regional integration process as well as the EU's enhanced partnership with ASEAN.

Calls for the EU to have a greater and stronger presence in the Asia-Pacific region, in particular by highlighting the achievements of democratic transition in Indonesia, the largest Muslim nation, and by contributing, through its experience and expertise, to the multilateral initiatives in and around ASEAN and to the progressive emergence of increased Trans-Pacific initiatives; takes the view that the EEAS should now make full use of the potential for boosting cooperation between EU and Asia; considers the Bandar Seri Begawan Plan of Action to strengthen the ASEAN-EU enhanced partnership as a relevant first step in this regard; also commends the recent endorsement of the Treaty of Amity as a chance for deepening cooperation, aiming to reach beyond the perspective of trade agreements between the EU and Asian countries; stresses that economic and cultural cross-fertilisation should be given higher priority, in particular by fostering direct investment opportunities and by making access for students and researchers easier and more attractive; notes that this implies a strategic coordination of Member States and EU efforts, as opposed to parallel and competing national policies; notes that in the Asia-Pacific regional security context, including territorial disputes around the South China Sea as well as concerns with North Korea , the EU as a neutral partner should be an active proponent of a stable, peaceful solution based on multilateral institutions;
