In some instances, these may amount to war crimes, crimes against humanity, and genocide’;

L. whereas Palestinian refugees remain a particularly vulnerable group in the crisis in Syria; whereas almost all of the 540 000 Palestinian refugees in Syria are in need of emergency assistance, while more than half of them have been displaced again within the country; whereas Palestinian refugees, who have no Syrian citizenship, do not have the same rights as Syrian refugees and are, in the vast majority of cases, unable to leave the country; whereas the situation of the 18 000 Palestinian refugees trapped in extremely difficult conditions in the Yarmouk refugee camp, which has been under siege since July 2013, is particularly alarming; whereas UNRWA and other international aid organisations have been denied access to deliver essential supplies to civilians in Yarmouk for months; whereas this collective punishment of the population is having a devastating effect, with mass suffering; whereas, according to the Syrian Observatory for Human Rights, more than 50 people have died in the camp since September 2013 from hunger or lack of medical care; whereas the limited number of food parcels that were allowed into the camp by the Syrian authorities, in the run-up to the Geneva II Conference, were far from enough to meet people’s needs; whereas, in her statement of 17 January 2014, UN High Commissioner for Human Rights Navi Pillay said, in this context, that ‘impeding humanitarian assistance to civilians in desperate need may amount to a war crime’;
L. considérant que les réfugiés palestiniens demeurent un groupe particulièrement vulnérable dans une Syrie en crise; que la presque totalité des 540 000 réfugiés palestiniens en Syrie ont besoin d'une aide d'urgence, alors que plus de la moitié d'entre eux a encore été déplacée dans le pays; que les réfugiés palestiniens, qui ne possèdent pas la nationalité syrienne, ne jouissent pas des mêmes droits que les réfugiés syriens et sont, dans la très grande majorité des cas, incapables de quitter le pays; que la situation des 18 000 réfugiés palestiniens confrontés à des conditions de vie extrêmement difficiles dans le camp de Yarmouk où ils sont pris au piège, ce camp étant assiégé depuis juillet 2013, est particulièrement alarmante; que l'UNRWA et d'autres organismes d'aide internationaux se voient refuser l'accès à Yarmouk depuis des mois et sont donc dans l'impossibilité de livrer des fournitures essentielles aux civils; que ce châtiment collectif de la population a des conséquences dévastatrices et cause des souffrances collectives; que, selon l'observatoire syrien des droits de l'homme, plus de cinquante personnes de ce camp sont mortes de faim ou faute de soins médicaux depuis septembre 2013; que le nombre limité de colis de nourriture autorisés dans le camp par les autorités syriennes avant la conférence de Genève II est loin d'être suffisant pour combler les besoins de la population; que, dans sa déclaration du 17 janvier 2014, la haute commissaire des Nations unies aux droits de l'homme, Navi Pillay, a affirmé qu'empêcher l'aide humanitaire de parvenir aux civils qui en ont désespérément besoin peut constituer un crime de guerre;

Mr Flynn, who was joined at the campaign launch by Søren Jessen-Petersen, the UN's Assistant High Commissioner for Refugees, drew attention to the fact that this is the first time that the Commission and UNHCR have worked together on an awareness campaign of this scale.
