IN-CONTEXT TRANSLATIONS

1. Member States shall expel DPRK nationals whom they determine are working on behalf of, or at the direction of a person or entity listed in Annex I or Annex II, or whom they determine are assisting the evasion of sanctions or violating the provisions of UNSC Resolutions 1718 (2006), 1874 (2009), 2087 (2013) or 2094 (2013) or of this Decision, from their territories for the purpose of repatriation to the DPRK, consistent with applicable national and international law.

7. Calls on the Commission to set up a programme, similar to Fiscalis and Hercules, to assist developing countries in building capacity to combat tax fraud, corruption, tax evasion and aggressive tax planning, which should include, in particular, technical assistance for human resources training and the development of administrative structures; stresses the need for such assistance to be provided in a transparent manner;
7. appelle la Commission à mettre en place un programme, similaire aux programmes Fiscalis et Hercules, pour aider les pays en développement à renforcer leurs capacités pour lutter contre la fraude fiscale, la corruption, l'évasion fiscale et la planification fiscale agressive, qui comprendrait notamment l'assistance technique pour la formation des ressources humaines et le développement des structures administratives; souligne que cette aide doit être fournie de manière transparente;

4. Urges the Commission to take concrete and effective measures to support developing countries and regional tax administration frameworks, such as the African Tax Administration Forum and the Inter-American Centre of Tax Administrations, in the fight against tax evasion and tax avoidance, in developing fair, well-balanced, efficient and transparent tax policies, in promoting administrative reforms and in increasing the share, in terms of aid and development, of financial and technical assistance to the national tax administrations of developing countries; argues that this support should be provided to strengthen the judiciary and anti-corruption agencies in these countries; calls for the bringing together of public sector expertise from Member States and beneficiary countries with the aim of enhancing cooperative activities while yielding concrete preliminarily results for beneficiary countries; supports the organisation of workshops, training sessions, expert missions, study visits and counselling;
4. invite instamment la Commission à adopter des mesures concrètes et efficaces pour soutenir les pays en développement et les cadres administratifs fiscaux régionaux, tels que le Forum africain sur l'administration fiscale et le Centre interaméricain des administrations fiscales, dans la lutte contre la fraude et l'évasion fiscales, dans l'élaboration de politiques fiscales équitables, équilibrées, efficaces et transparentes, dans la promotion de réformes administratives, et dans le renforcement de la part, en termes d'aide et de développement, de l'assistance financière et technique aux administrations fiscales nationales des pays en développement; fait valoir qu'il convient de fournir une telle assistance dans le but de renforcer le système judiciaire et les services de lutte contre la corruption dans ces pays; préconise de rassembler les experts du secteur public des États membres et des pays bénéficiaires, afin de renforcer les activités de coopération et de dégager des résultats préliminaires concrets pour les pays bénéficiaires; est partisan d'organiser des ateliers, des sessions de formation, des missions d'expert, des visites d'étude et des activités d'accompagnement;

8. Emphasises that the EU should take the leading role in discussions on the fight against tax fraud, tax avoidance and tax havens in the OECD, the Global Forum on Transparency and Exchange of information for Tax Purposes, the G20, the G8 and other relevant multinational fora; urges the Commission and the Member States consistently to highlight on the international arena the paramount importance of reinforced cooperation in the fight against tax fraud, tax evasion, tax avoidance, aggressive tax planning and tax havens; stresses that the EU should, where appropriate, persuade non-EU countries to build up and improve the efficacy of their respective tax collection systems by subscribing to the principles of transparency, automatic exchange of information and abolition of harmful tax measures, and to assist them in doing so; encourages the Commission and the Council to upgrade their technical assistance and capacity building efforts in developing countries;
