(Return tabled) Question No. 494 Mr. Peter Julian: With regard to the Asia-Pacific Gateway and Corridor Initiative (APGCI): (a) what activities happened on this project during fiscal years 2008-2009, 2009-2010, 2010-2011; (b) how much project funding was provided or will be provided to each Western province under APGCI, broken down by riding, during fiscal years 2007-2008, 2008-2009, 2009-2010 and 2010-2011; (c) what federal departments and agencies have been involved in the realization of the APGCI since 2007 until the present; (d) what are the funding and full-time equivalent projections for APGCI for fiscal years 2011-2012 and 2012-2013; (e) what private companies and consultants received project funding under the APGCI since fiscal year 2007-2008, up to and including the current fiscal year; (f) how will the costs of the APGCI projects be shared between the federal and provincial governments; (g) are there any foreign investments made for APGCI related projects and, if so, what foreign companies made investments for these projects; (h) when is the APGCI scheduled to sunset; (i) what is the federal government's policy position on the future of this initiative, taking into account the global economic recession; (j) did the global economic crisis result in changes to the implementation of the Atlantic Gateway Initiative and, if so, what were they; (k) which countries are Canada’s main competitors and what did the government do to secure Canada's advantages and leading positions; (l) how many trade missions took place in relation to APGCI, where did these take place and how much did they cost, from fiscal year 2007-2008 up to and including the current fiscal year; and (m) what are the names of the Canadian representatives from both the public and private sector organizations who took part in trade missions in relation to APGCI since 2007 to 2010, and by which organization, including government, was their participation funded?

Two years ago, it was my privilege to represent Canada at the meeting on trans-Atlantic trade called by Chancellor Merkel in the Bundestag in Germany. It was an honour to offer a Canadian perspective on the broad and compelling notion of a dynamic and mutually productive European Union-North American economic and trade initiative that would, by definition, be both separate from and complementary to the strong relationships we share through the multilateral organizations in which Canadians are so active.
Il y a deux ans, j'ai eu l'honneur de représenter le Canada à la réunion sur le commerce transatlantique convoquée par la chancelière Merkel, au Bundestag, en Allemagne, et d'exprimer le point de vue du Canada sur la grande idée très séduisante d'une initiative économique et commerciale dynamique et mutuellement productive alliant l'Union européenne et l'Amérique du Nord. Par définition, cette initiative serait à la fois distincte et complémentaire des solides relations que nous entretenons dans le cadre des organisations multilatérales où les Canadiens sont tellement actifs.

Believes that the external dimension of this strategy may be reinforced due to the geo-strategic position of Atlantic regions, in particular in the fields of maritime safety and surveillance and in the sphere of international trade relations; is of the opinion that international cooperation and triangular cooperation initiatives also need to be addressed;

Will the government commit today to use funding from the Atlantic gateway initiative to help keep this tourism and trade link running?

In order to contribute to greater transparency in trade relations between the parties, this initiative helps to identify barriers to this and seeks to address the concerns of the private sector on both sides of the Atlantic, as expressed for example by the MERCOSUR-Europe Business Forum (MEBF).
Afin de contribuer à une transparence accrue des relations commerciales entre les parties et à l'identification des barrières commerciales, cette initiative entend répondre aux préoccupations du secteur privé des deux côtés de l'Atlantique telles qu'elles ont été exprimées notamment lors du Forum d'affaires Mercosur-UE (Mercosur-EU Business Forum - MEBF).

The EU/US Summit (London, 18 May 1998) decided however to launch a major initiative in order to break down barriers to trade across the Atlantic and to pursue multilateral liberalisation ('Statement on establishing a Transatlantic Economic Partnership'); furthermore, an 'Understanding on Disciplines on investment in expropriated properties 'was concluded dealing in particular with certain problems caused by US unilateral sanctions.
Toutefois, le Sommet Union européenne/États-Unis (Londres, 18 mai 1998) a décidé de lancer une initiative majeure en vue d'éliminer les obstacles au commerce transatlantique et de poursuivre la libéralisation multilatérale (déclaration sur l'établissement d'un partenariat économique transatlantique); a été aussi conclu un arrangement concernant les disciplines applicables aux investissements dans les propriétés expropriées, arrangement qui règle en particulier certains problèmes dus aux sanctions unilatérales américaines.

The agency is currently funding a major initiative to be held at the 2010 Olympic Winter Games: The Atlantic Canada House is a trade initiative showcasing Atlantic Canadian businesses at the Place de la Francophonie 2010 on Granville Island in Vancouver, British Columbia.
