It is simply an attempt on our part to summarize what we heard in our testimony, distill it down to recommendations upon which I think there is agreement, or consensus at least, and move it forward. If what you see in this document does not reflect what you think we heard or what you think the consensus was, you're certainly at liberty to propose amendments and they'll be fairly considered by everyone here.
