Urges the Council and the Commission to set up human rights subcommittees with all neighbourhood countries, and in particular with Israel, as part of the negotiations on an upgrading of the bilateral relations and in accordance with the intention expressed by both parties as a result of the Association Council on 16 June 2008; welcomes the first meeting of the subcommittee with the Palestinian Authority on 2 December 2008; reiterates its call for parliamentarians to be associated with the preparations for meetings of such subcommittees and to be informed of their outcome; points out once again that, as in the case of Tunisia, the subcommittees’ sessions might focus on establishing the durability of the subcommittee concerned and fostering trust and confidence amongst the partners; points out that the subcommittee dealing with Morocco should eventually move towards a results-oriented phase, with the establishment of concrete benchmarks and indicators of progress, as well as the possibility of raising individual cases; stresses that discussions on human rights should certainly not be confined to these subcommittees, and emphasises the importance of coordination with other subcommittees dealing with human rights-related issues, such as migration; highlights the need to include these issues in the political dialogue up to the highest level so as to enhance the coherence of the EU’s policy in this field and reduce discrepancies in statements on the human rights situation given by both sides to the press; in the context of concluding a framework agreement with Libya, welcomes the opening of the negotiations and calls on the Council and the Commission to give due attention to dialogue and cooperation on human rights;
90. invite instamment le Conseil et la Commission à créer des sous-commissions des droits humains avec tous les pays voisins, et en particulier avec Israël, dans le cadre des négociations sur le renforcement des relations bilatérales et conformément à l'intention exprimée par les deux parties à la suite du Conseil d'association du 16 juin 2008; se félicite de la première réunion de la sous-commission avec l'Autorité palestinienne le 2 décembre 2008; préconise à nouveau que des parlementaires soient associés à la préparation des réunions de ces sous-commissions et informés de leurs résultats; souligne à nouveau que, comme c'est le cas avec la Tunisie, les sessions des sous-commissions peuvent être consacrées à établir leur pérennité et à faire naître estime et confiance entre leurs membres; fait valoir que, dans le cas du Maroc, la sous-commission devrait ensuite évoluer vers une phase orientée vers les résultats, par l'établissement de références concrètes et d'indicateurs de progrès, ainsi que par la possibilité de soulever des cas individuels; rappelle que les discussions en matière de droits humains ne doivent en aucun cas être confinées à ces sous-commissions et souligne à cet égard l'importance de la coordination avec d'autres sous-commissions qui s'intéressent à des aspects liés aux droits humains, tels que les migrations; met en avant la nécessité d'inclure ces questions dans le cadre du dialogue politique jusqu'au plus haut niveau de manière à renforcer la cohérence de la politique de l'Union en la matière et de réduire les dissonances dans les déclarations sur la situation en matière de droits humains faites à la presse par les deux parties; s'agissant de la conclusion d'un accord-cadre avec la Libye, salue l'ouverture des négociations et invite le Conseil et la Commission à accorder toute l'attention requise au dialogue et à la coopération en matière de droits humains;

Furthermore, if the parliamentarian does not bring that information to the commissioner's attention, subsection 44(5) goes on to provide that " the member shall not disclose that information to anyone until the Commissioner has issued a report" .

I would like to stray from the subject for a moment to make a few remarks that seem very important to me since, although I do not deny the importance of the bill introduced by our colleague, I believe there is a much more important debate that must take place, a debate on the very nature of the country in which we live, which leads us to have these kinds of debates on the parliamentarians' code of conduct, on the budget and on all the other issues that must normally be brought to the attention of parliamentarians.
Vous me permettrez d'ouvrir ici une petite parenthèse qui m'apparaît fort importante, puisque, quoique je ne renie pas l'importance du projet de loi qui est déposé par notre collègue, j'estime qu'il se déroule ici un débat qui est infiniment plus important, qui est la nature même de ce pays dans lequel nous vivons, et qui nous amène, effectivement, à entretenir ce genre de débat, notamment sur la déontologie parlementaire, le budget et toutes autres questions qui doivent normalement retenir l'attention des parlementaires.
