In spite of this methodological caveat, the first Observatory's report underlines a number of useful elements, namely as regards: - an indication to the existence of different problems, attitudes and behaviour within the SME sector, justifying the adoption of differentiated policy approaches aiming at micro, small and medium enterprises; - a differentiated contribution of SMEs to employment as only micro firms have been able to secure some net job creation in 1991-1992, these years being characterised by an important reduction in the number of both medium-sized and large enterprises as well as in their employment levels; - the importance to provide appropriate information and counselling, as well as adequate formation to newly created enterprises; - the Community's role in assisting cooperation and transnational business relationships, to stimulate the potential for cooperation, and to encourage those enterprises who are still apprehensive of cooperation; - the differences in financial problems, depending on the type of enterprise considered (size and sector) and the requirement to be met (creation, expansion, liquidity position or transfer); - the importance of the Community's efforts to provide assistance to enterprises and to promote economic development through transborder and transnational cooperation, namely by means of the INTERREG initiative and the intervention of Structural Funds; - the need of further improving the absorption of Community's funds by SMEs, alleviating financial burdens and helping develop financial institutions geared to the needs of SMEs, and assisting the development of managerial resources in less favoured regions.
Malgré cette mise en garde méthodologique, le premier rapport de l'Observatoire souligne de nombreux éléments utiles, notamment: - l'existence de problèmes, d'attitudes et de comportements différents à l'intérieur du secteur des PME, laquelle justifie l'adoption d'approches politiques différenciées visant les "micro", les petites et les moyennes entreprises; - une contribution différenciée des PME à l'emploi, seules les micro- entreprises ayant été en mesure d'assurer une création nette d'emplois en 1991-92, alors que ces années se caractérisent par une réduction importante du nombre des grandes entreprises comme des entreprises moyennes ainsi que de leurs niveaux d'emploi; - l'importance de fournir aux entreprises nouvellement créées une information et des conseils adéquats ainsi qu'une formation convenable; - le rôle joué par la Communauté pour aider la coopération et les relations commerciales transnationales, stimuler le potentiel de coopération et encourager les entreprises encore rétives face à la coopération; - les différences en matière de problèmes financiers, selon le type d'entreprise considérée (taille et secteur) et l'exigence à satisfaire (création, expansion, situation de trésorerie ou transfert); - l'importance des efforts fournis par la Communauté pour prêter assistance aux entreprises et promouvoir leur développement économique par la coopération transfrontalière et transnationale, notamment par le biais de l'initiative INTERREG et l'intervention des Fonds structurels; - la nécessité d'améliorer encore le financement communautaire absorbé par les PME, d'alléger les charges financières et de promouvoir le développement d'institutions financières axées sur les besoins des PME, enfin d'aider au développement des ressources en dirigeants dans les régions défavorisées.
