The results show a need for further Community action to respond to emerging needs, namely the need for the acquisition of skills for the creation of films and other audiovisual works with a European dimension, together with the need to address an insufficient circulation of non-national audiovisual works within the European Union, a situation that is even more acute in the acceding countries where the audiovisual industry has virtually disappeared at a time when shared cultural references are vital.

The European audiovisual industry showed a continuous significant trade deficit with the United States throughout the period 1996-2000 (more than 6 billion dollars, equivalent to approximately 250 000 jobs in 1997 [2]).
