Since the objectives of this Regulation, namely clarifying and better defining the role of statutory audit regarding public-interest entities, improving the information that the statutory auditor or the audit firm provides to the audited entity, investors and other stakeholders, improving the communication channels between auditors and supervisors of public-interest entities, preventing any conflict of interest arising from the provision of non-audit services to public-interest entities, mitigating the risk of any potential conflict of interest due to the existing system whereby the auditee selects and pays the auditor or the familiarity threat, facilitating the switching of, and the choice of a statutory auditor or an audit firm to public-interest entities, broadening the choice of statutory auditors and audit firms for public-interest entities and improving the effectiveness, independence and consistency of the regulation and oversight of statutory auditors and audit firms providing statutory audits to public-interest entities including as regards cooperation at Union level, cannot be sufficiently achieved by the Member States but can rather, by reason of their scale, be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.

227. Takes note that the Commission has not applied any corrections due to the ineffectiveness of the audit system in the Czech Republic; notes, however, that the Commission applied corrections for some of the operational programmes, mainly due to shortcomings in the functioning of the management and control systems (errors in public procurement and the selection of operations); notes that the corrections applied can be allocated to other projects; is worried about information reported initially by the Court of Auditors which suggested that the Czech Ministry of Finance used its role as an audit authority and certification authority to influence the final error rate; requests that the Commission report back to Parliament in detail on the matter; calls on the Commission to elaborate in cooperation with the Czech Government and to follow up on the implementation of an existing Action plan that tackles the shortcomings in the Audit system at the core;
227. constate que la Commission n'a pas appliqué de corrections pour remédier à l'inefficacité du système d'audit en République tchèque; observe toutefois que la Commission a introduit des corrections dans certains programmes opérationnels, principalement pour remédier à des déficiences dans le fonctionnement des systèmes de gestion et de contrôle (erreurs dans les procédures de passation de marchés publics et la sélection des opérations); note que les corrections appliquées peuvent servir dans le cadre d'autres projets; est préoccupé par les informations émanant initialement de la Cour des comptes selon lesquelles le ministère tchèque des finances aurait usé de son statut d'autorité de contrôle et de certification pour influer sur le taux d'erreur définitif; demande à la Commission de fournir au Parlement des informations exhaustives sur ce dossier; invite la Commission à définir, en collaboration avec le gouvernement tchèque, un plan d'action permettant de remédier fondamentalement aux déficiences du système d'audit et à suivre sa mise en œuvre;

Notes that the ECA has introduced a computerised audit support system designed to facilitate and improve the planning and standardisation of the audit process, quality control at all stages of this process, documentation, presentation of results and drawing up of reports, work at remote locations and the provision of management information;

For all systems handling information classified EU CONFIDENTIAL and above, a System-specific security requirement statement (SSRS) shall be required to be produced by its Technical System Owner (TSO, see Section 25.3.4) and the Information Owner (see Section 25.3.5) in cooperation with input and assistance as required from the project staff and from the Commission Security Office (as INFOSEC Authority -IA, see Section 25.3.3) and approved by the Security Accreditation Authority (SAA, see Section 25.3.2).
