The Commission is also endeavouring to improve the effectiveness of its audit work, through computerisation of planning and follow up (SYSAUDIT), timelier delivery of audit reports and better coordination with the work of national audit bodies, including making better use of the reports supplied to it under bilateral agreements.

During 2005, the audit work as regards Bulgaria and Romania included 8 audit missions which focussed to a large extent on closely monitoring, on the spot, of the implementation of the action plans and deadlines that were agreed with the national authorities in 2004 and of the progress achieved towards extended decentralisation ( EDIS ) which, when achieved, enables the waiving of the ex ante control of tendering and contracting by the Commission.
En 2005, les travaux d'audit concernant la Bulgarie et la Roumanie ont notamment donné lieu à huit missions de vérification essentiellement axées sur un contrôle rigoureux, sur le terrain, du respect des plans d'action et des échéances convenus avec les autorités nationales en 2004, ainsi que des progrès réalisés sur voie de la décentralisation étendue (EDIS) qui, une fois achevée, doit permettre d'abandonner le contrôle ex ante de la Commission pour les appels d'offres et les passations de marché.

Notes from the Institute that in 2013, the Commission's Internal Audit Service (IAS) carried out an audit work in accordance with the Institute's strategic audit plan; notes that this audit work included an audit on human resources management which identified good practices as well as reasonable assurance regarding the human resources management set-up;

25. Acknowledges from the Joint Undertaking's reply to the Court of Auditors that the roles of the Joint Undertaking's internal audit function and the IAS were clarified and formalised through the approval, in March 2011, of the IAS and IAC Audit Charters; also takes note that a coordinated strategic audit plan for the period 2012-2014 is also being prepared to ensure that the impact of planned audits is optimised and any duplication of audit work between the IAS and IAC is minimised; calls therefore on the Joint Undertaking to inform the discharge authority about the state of preparation and implementation of the strategic audit plan for the period 2012-2014;
25. constate, d'après la réponse transmise par l'entreprise commune à la Cour des comptes, que les rôles de la fonction d'audit interne de l'entreprise commune et de service d'audit interne ont été précisés et formalisés à travers l'approbation, en mars 2011, des chartes d'audit de la capacité d'audit interne et du service d'audit interne; prend également acte de l'élaboration en cours d'un plan d'audit stratégique coordonné pour la période 2012-2014 afin d'accroître l'impact des audits programmés et de réduire le risque de double emploi des travaux d'audit réalisés par le service d'audit interne et la capacité d'audit interne; invite dès lors l'entreprise commune à informer l'autorité de décharge de l'état de préparation et de réalisation de son plan d'audit stratégique pour la période 2012-2014;
