The case dates back to October 1997, when the President of the Autonomous Community of Rioja, a region bordering on the Basque province of Álava, lodged a complaint calling into question the circumstances that led Ramondín, the world market leader for tin capsules used to seal bottles of wine, to transfer its plant from Logroño (Rioja), where Ramondín had been established since 1972, to Laguardia (Álava), five kilometres from its present location.
