The Commission welcomes the publication of a "European Air Transport Environment Report" drawn up by the European Aviation Safety Agency, Eurocontrol and the European Environment Agency which will allow the EU, Member States and industry to better track the environmental performance of the air transport sector and monitor the effectiveness of different measures and policies.

We urge the committee to capture in its report the need for a sound Canadian aviation policy that includes the following components at a minimum: the discontinuance of Crown rent on Canadian airports, a full review of the tax burden on aviation in Canada compared to competing countries, a call for Ontario and B.C. to remove their illegal taxation on international jet fuel, a call for municipalities to lower property taxes on airports, a review of costs and charges for security and immigration, and a federal investment plan to stimulate infrastructure development.

58 (1) Any matter that is in the course of being investigated, or that has been investigated, by the Canadian Aviation Safety Board but on which the report has not been made by that Board when section 41 of this Act comes into force shall, on the coming into force of section 41, subject to anything to the contrary in the policies established under paragraph 8(1)(b), be taken up and continued by the Canadian Transportation Accident Investigation and Safety Board, without further formality, as if it were, or had been, an investigation under this Act.

RECALLS that a measure applied to aviation and maritime transport should have the primary goal to allow for the sector to contribute through mitigation to the 2 degree objective established by the UNFCCC; REITERATES that the carbon pricing of global aviation and maritime transportation would generate the necessary price signal to efficiently achieve more emission reductions from these sectors and could generate large financial flows, as highlighted in the AGF and the G20 reports; In this context, TAKES NOTE of the Commission's work on carbon pricing of international aviation and maritime transport and the options under consideration in the context of ICAO and IMO for global measures to address emissions in the aviation and maritime sectors; CONCLUDES that a majority of those have the potential to generate a carbon price which could potentially also generate significant revenues; NOTES that finance available, including from auctions of aviation allowances in the EU ETS, could help to support climate action in developing countries while STRESSING that it will be up to each Member State to determine the use of public revenues in accordance with national budgetary rules and in consistency with a sound and sustainable public finances policy framework of the EU, without prejudging the ongoing negotiations at the IMO; WELCOMES an acceleration of work by ICAO to further develop options for global market-based measures to address aviation emissions; ENCOURAGES the EU and its Member States to further engage effectively in negotiations in ICAO and IMO to support carbon pricing schemes which primarily incentivise mitigation and also have the potential to generate revenue; and URGES all Parties to IMO and ICAO to further increase their efforts to make progress on market based mechanisms to address emissions from global aviation and maritime transportation.
6. RAPPELLE qu'une mesure appliquée au transport aérien et maritime devrait avoir pour finalité première de permettre à ce secteur de contribuer, par des efforts d'atténuation, à l'objectif de 2° C fixé par la CCNUCC; RÉAFFIRME que la tarification du carbone dans le secteur du transport aérien et maritime international générerait le signal de prix nécessaire pour obtenir, de façon efficace, des réductions plus importantes des émissions provenant de ce secteur et pourrait occasionner d'importants flux financiers, comme l'indiquent les rapports du Groupe consultatif sur le financement de la lutte contre le changement climatique et du G20; PREND NOTE à ce sujet des travaux de la Commission sur la tarification du carbone dans les transports aériens et maritimes internationaux et des solutions examinées dans le cadre de l'OACI et de l'OMI en vue de l'adoption, au niveau mondial, de mesures de lutte contre les émissions des secteurs aérien et maritime; CONCLUT que la plupart d'entre elles pourraient déboucher sur un prix du carbone susceptible de produire également des recettes substantielles; CONSTATE que les fonds disponibles, y compris ceux provenant des mises aux enchères de quotas du secteur de l'aviation dans le SEQE-UE, pourraient contribuer à soutenir les actions de lutte contre le changement climatique dans les pays en développement, tout en INSISTANT SUR le fait qu'il appartiendra à chaque État membre de déterminer l'utilisation qui sera faite des recettes publiques conformément aux règles budgétaires nationales et dans le respect du cadre stratégique de l'UE relatif à des finances publiques saines et viables, sans préjuger des négociations en cours dans le cadre de l'OMI; SALUE le fait que l'OACI ait accéléré ses travaux en vue d'élaborer de nouvelles solutions aux fins de l'adoption de mesures internationales fondées sur le marché pour lutter contre les émissions provenant du secteur aérien; ENCOURAGE l'UE et ses États membres à participer plus efficacem ...

It requires specific reporting on policies and measures implemented by the Member States in both the ETS and non-ETS sectors and sets the basis for reporting emissions from maritime transport and the non-CO impacts from aviation, paving the way for the implementation of effective measures in these sectors.
