TRADUCTIONS EN CONTEXTE

61. Reiterates that a proper balance must be maintained between legitimate measures to combat illegal migration and the avoidance of ethnic profiling or other actions which are potentially discriminatory in relation to the right of free movement; commends regional cooperation with regard to migration and refugees; strongly urges that the current EU visa liberalisation regime for the country be maintained; believes the country should be declared a ‘safe country of origin’ in order to enable quicker procedures to deal with applications; calls on the government to maintain the existing liberal visa regime with neighbouring countries, and to step up efforts to improve the social and economic situation of minorities and prevent any discrimination or negative measures such as travel restrictions in respect of people who have had asylum applications rejected in the EU;
61. affirme une nouvelle fois qu'il convient de préserver un équilibre correct entre les mesures légitimes de lutte contre la migration illégale et la nécessité d'éviter le profilage ethnique ou d'autres mesures susceptibles d'entraîner des discriminations par rapport au droit de libre circulation; salue la coopération régionale dans les domaines de la migration et des réfugiés; préconise avec vigueur le maintien du système actuel de libéralisation du régime des visas appliqué par l'Union européenne à l'ancienne République yougoslave de Macédoine; estime que le pays devrait être déclaré «pays d'origine sûr» afin de permettre le traitement des demandes selon des procédures accélérées; invite le gouvernement à maintenir le régime de visas libéral en place avec les pays voisins et à intensifier les efforts visant à améliorer la situation sociale et économique des minorités et à empêcher les discriminations et les mesures négatives telles que les restrictions aux déplacements pour les personnes dont la demande d'asile dans l'Union européenne a été rejetée;

9. Stresses that the credibility of the NTC interim government will rest on its capacity to address the most pressing issues while at the same time creating conditions for democratic institutions; calls on the NTC to initiate as transparent and inclusive a process as possible, involving all key stakeholders from all parts of the country, in order to build up legitimacy and a national consensus and thus avoid regional, ethnic or tribal fractions that could cause further violence; calls on the NTC to ensure the involvement of the whole spectrum of Libyan society and to empower women and minorities in the transitional process towards democratisation, namely by stimulating their participation in civil society, the media, political parties and all sorts of political and economic decision-making bodies;

To a large extent, it has hitherto proved possible to avoid inter-ethnic incidents, which risk triggering an escalation in the current political climate, even if some clashes have occurred in Suvi Do, a region with an Albanian ethnic majority, north of the river Ibar, near the town of Mitrovica, as well as recently, on 27 and 28 August, in Kosovska Mitrovica.

The European Union strongly condemns all these violations of human rights and international humanitarian law and urges all parties to the conflict to take the necessary measures to prevent such violations by security forces under their command, to abstain from inciting ethnic hatred in order to avoid the expansion of the human rights violations in the region and not to persecute civilians on the grounds of nationality or ethnicity.
