IN-CONTEXT TRANSLATIONS

The cross-cutting issues will be supported by a number of horizontal support measures, including support to: enhancing the attractiveness of the research profession, including the general principles of the European Charter for Researchers, as set out in the Commission Recommendation of 11 March 2005 ; strengthening the evidence base and the development of and support for ERA (including the five ERA initiatives) and the flagship initiative "Innovation Union"; recognising top performing Horizon 2020 beneficiaries and projects in the different fields through symbolic awards; improving framework conditions in support of the flagship initiative "Innovation Union", including the principles of the Commission Recommendation on the management of intellectual property , and exploring the possibility of setting up an European Intellectual Property Rights valorisation instrument; and administration and coordination of international networks for excellent researchers and innovators, such as European Cooperation in Science and Technology (COST).

In addition to this support, the Investment Facility for Central Asia, with additional funds from the regional programme, has awarded grants to blending projects in the Kyrgyz Republic with the European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB) and KfW (formerly Kreditanstalt für Wiederaufbau).

However, as well as expressing my regret about what is happening, which is well described in the resolution, I would like to emphasise the specific measures targeted by this resolution, which I think that both the Council and the Commission should put into practice immediately: the application of economic sanctions; the freezing of all financial aid granted through the International Monetary Fund and also through the European Investment Bank and the International Bank for Reconstruction and Development; support by all possible means for the efforts of Belarusian civil society with a view to achieving a society with greater freedom and democracy; restoring the ban on awarding visas to the main Belarusian leaders, extending it to top officials; suspension of the participation of Belarus in the activities of the Eastern Partnership at the Eastern Partnership summit to be held in Budapest; and, finally, intensification of the work relating to the directives for negotiating agreements for facilitating visas and readmission, with a view to strengthening contact between populations.

22. Supports the Commission’s desire to allocate budget aid to partner countries as soon as they have made a commitment, as part of a political dialogue with a view to refocusing their budget priorities on development objectives in basic social sectors; takes the view that budget support should be more closely linked to the human rights record and governance situation of recipient countries; reiterates its call for establishing more detailed criteria in this respect for the award of budget support;

The agreement also provides ECU 300 000 (ECU 150 000 under the previous agreement) for scientific programmes and a further ECU 400 000 for awards (ECU 100 000 under the previous agreement), which represents a substantial increase in the funding for scientific and training programmes. There has also been a substantial increase in the funding to provide institutional support for the Ministry of Fisheries (ECU 200 000 as against ECU 100 000 under the previous agreement) and maritime surveillance (ECU 800 000 as against ECU 200 000 under the previous agreement), all of which is welcomed by the Committee on Development and Cooperation. Also to be welcomed is the increase in the funding for small-scale fishing (from ECU 150 000 to ECU 300 000), an item which had been included for the first time in the agreement which expired in June;
