this House decline to give second reading to Bill C-4, an Act to amend the Immigration and Refugee Protection Act, the Balanced Refugee Reform Act and the Marine Transportation Security Act, since the bill fails to achieve its stated principle of cracking down on human smugglers and instead targets legitimate refugee claimants and refugees, and because it expands the Minister's discretion in a manner that is overly broad and not limited to the mass arrival situation that supposedly inspired the introduction of this legislation, and because it presents an imprisonment scheme that violates the Charter of Rights and Freedoms protections against arbitrary detention and prompt review of detention, and because its provisions also violate international obligations relating to refugees and respecting the treatment of persons seeking protection.

implementing the principles and rights set out in the European Pillar of Social Rights, notably through the European Semester of Policy Coordination and in the Member States' 2018 National Reform Programmes; facilitating a well-functioning social dialogue at all levels, including the ‘new start for social dialogue' at EU level; progressing swiftly on pending social files at EU level, including on Posting of Workers, Social Security Coordination, Work–Life Balance and the European Accessibility Act, as well as being ready to swiftly examine the future initiatives announced by the Commission in its Work Programme for 2018; following up on the priorities of the EU Action Plan 2018–2019 to tackle the gender pay gap; and delivering further on the New Skills Agenda, with a particular focus in 2018 on implementing the Council Recommendation on Upskilling Pathways, intended for people with the biggest skills needs.

D. whereas recent developments and initiatives and measures taken over the past few years in Hungary have led to a serious deterioration in the situation as regards, inter alia, media freedom and pluralism, the fight against intolerance and discrimination, the human rights of migrants, asylum seekers and refugees, freedom of assembly and association, freedom of education and academic research, the right to equal treatment on grounds of religion and belief, the ability of civil society organisations to perform their role without hindrance and without having their rights restricted, the rights of people belonging to minorities, including Roma and LGBTI people, the functioning of the constitutional system, the independence of the judiciary and of other institutions that should act as checks and balances in a democratic state and many worrying allegations of corruption and conflicts of interest undermining the rule of law;
D. considérant que les évènements qu'a connus la Hongrie ces dernières années et que les actions et les mesures prises dans le pays ont provoqué une grave détérioration de la situation en ce qui concerne notamment la liberté et le pluralisme des médias, la lutte contre l'intolérance et les discriminations, les droits fondamentaux des migrants, des demandeurs d'asile et des réfugiés, la liberté de réunion et d'association, la liberté de l'éducation et de la recherche universitaire, l'égalité de traitement des religions et des croyances, les activités des organisations de la société civile qui ont fait l'objet de restrictions et d'obstructions, les droits des personnes appartenant aux minorités, y compris les Roms et les personnes LGBTI, le fonctionnement du système constitutionnel, l'indépendance du pouvoir judiciaire et des diverses institutions censées exercer un pouvoir de contrôle de balancier dans un régime démocratique, sans oublier les nombreux soupçons inquiétants de corruption, qui compromettent l'état de droit;

Applauds Lebanon’s commitment to take in and assist Syrian refugees, despite its limited capacity and the need to maintain a balance among its communities, as well as its efforts to limit the regional impact of the conflict, but deplores the fact that this situation has hampered implementation of the country’s reform agenda; stresses the importance of a new, inclusive electoral law;

Commends Serbia on improved inter-ethnic relations, in particular in Vojvodina where there has been a reduction in, although not a total cessation of, inter-ethnic incidents; calls on the Serbian authorities to take additional measures to promote the development of national minorities in multi-ethnic Vojvodina, to promote peaceful coexistence amongst them and to ensure that the police, the judiciary and other state bodies act on an ethnically neutral basis and, in order to build the necessary trust amongst the population towards those institutions, to ensure that the ethnic composition is adequately reflected in the staff of those authorities; further calls on the Serbian authorities to manage carefully any potential influx of refugees in order not to disrupt the ethnic, cultural, religious, economic and political balance of the region, with a view to ensuring their successful integration into a multicultural environment; emphasises the utmost importance of programmes aimed at tolerance-building between the communities, particularly in Vojvodina; is of the view that EU funding is also necessary for these programmes;
