TRADUCTIONS EN CONTEXTE

(1) Council Regulation (EC) No 1215/2009 provides for asymmetrical trade liberalisation between the Union and the Western Balkan countries and territories concerned, granting them the benefit of exceptional and unlimited duty-free access to the Union market for almost all their products until 31 December 2015.

The Commission's proposal to extend the autonomous trade measures for Western Balkan countries and territories participating in the Stabilisation and Association Process (SAP) for another five years, until 31 December 2020, should be welcomed.
Il convient d'accueillir favorablement la proposition de la Commission d'élargir les mesures commerciales autonomes en faveur des pays et territoires des Balkans occidentaux participant au processus de stabilisation et d'association (PSA) pour une période supplémentaire de cinq ans, jusqu'au 31 décembre 2020.

This measure supports projects with the Programme partner countries that are each considered neighbourhood countries under the provisions of the EU's European neighbourhood policy and under the terms of Article 5(2), as well as with the Russian Federation and Western Balkan countries until they fulfil the requirements of Article 5(1)(d).It supports youth exchanges — mainly multilateral but not excluding bilateral ones — which allow several groups of young people from participating countries and neighbouring countries to meet and take part together in a programme of activities.
Elle soutient les échanges de jeunes, essentiellement multilatéraux sans toutefois exclure les échanges bilatéraux, qui permettent à plusieurs groupes de jeunes issus de pays participant au programme et de pays voisins de se rencontrer pour réaliser un programme d'activités en commun. The Stabilisation and Association process remains the general framework of approach for the Western Balkan countries until accession.

From 2002 until 2005, around 120 participations (research units and institutions) from the Western Balkan countries have been recorded in 51 projects under the FP6.

If this approach were to be used for the SAP countries, they would not be able to take part in many programmes until 2007: while eight programmes are to be created or renewed between now and 2005, the year when the framework agreements with the western Balkans is due to be implemented, sixteen programmes have already been set up and will run until 2007 at least and would not therefore be open until then.
