35. Stresses that widespread and systemic corruption continues to be a major challenge in the country, as in the rest of the Western Balkans region, undermining the citizens' trust in the rule of law and affecting their access to public services; welcomes the improvements in the legislative framework that have been announced, and calls for their swift and proper implementation and for efforts to tackle this challenge more proactively, in particular by enhancing the capacities of law enforcement agencies and of the judiciary in this regard, as well as by ensuring transparency in public procurement and tendering procedures; stresses the need for a pro-active approach and for better cooperation between the Anti-Corruption Agency, the police and the prosecution; emphasises that the existing climate of impunity, and the absence of adequate sanctions for corruption, presents one of the biggest problems in Kosovo, and urges the Kosovar authorities to develop a track record of prosecution of anti-corruption cases, including at the highest levels of political and economic power;

45. Reiterates the importance of inclusive regional cooperation in the Western Balkans and welcomes Serbia's active participation in regional initiatives and bilateral meetings that promote good neighbourly relations, and its increasingly active role in fostering reconciliation in the region; welcomes the official visit by President Tadić to Bosnia and Herzegovina and his support for the territorial integrity and sovereignty of the country; calls on the Serbian Government to ensure that its direct relations with the authorities of the Republika Srpska are in line with this stated support and do not undermine the integrity, sovereignty, competences and effective functioning of the institutions of the state of Bosnia and Herzegovina; furthermore, urges the Serbian authorities to support reforms in BiH aimed at strengthening and streamlining the country's institutions with a view to EU-related reforms; calls on both governments to hold a special joint session in order to achieve better coordination in EU-related reforms; welcomes the initiatives and achievements with regard to improving political relations between Croatia and Serbia launched and brought about by Presidents Josipović and Tadić; reiterates that such positive bilateral relations are a good basis for resolving pending border issues and underlines that the lawsuits on genocide launched by the two countries against each other should not impede further progress in this regard; encourages the Serbian authorities to work closely with the countries of the former Yugoslavia and other neighbouring countries on the resolution of all outstanding problems of legal succession; encourages transborder cooperation with the neighbouring EU Member States Bulgaria, Hungary and Romania, including within the framework of the EU Strategy for the Danube Region;
45. réaffirme l'importance d'une coopération régionale sans exclusive dans les Balkans occidentaux et salue la participation active de la Serbie aux initiatives régionales et aux sommets bilatéraux qui favorisent les relations de bon voisinage, ainsi que son implication croissante dans l'action en faveur de la réconciliation dans la région; se réjouit de la visite officielle effectuée en Bosnie-Herzégovine par le président Tadić et de son soutien à l'intégrité territoriale et à la souveraineté du pays; demande au gouvernement serbe de s'assurer que ses relations directes avec les autorités de la Republika Srpska soient conformes avec ce soutien affiché et ne nuisent pas à l'intégrité, à la souveraineté, aux compétences ou au fonctionnement effectif de l'État de Bosnie-Herzégovine; en outre, invite instamment les autorités serbes à soutenir les réformes menées en Bosnie-Herzégovine pour renforcer et moderniser les institutions du pays avec, en perspective, les réformes liées à l'Union européenne; invite les deux gouvernements à organiser une réunion commune spéciale afin de parvenir à une meilleure coordination de leurs réformes liées à l'Union européenne; salue les initiatives des présidents Josipović et Tadić pour améliorer les relations politiques entre la Croatie et la Serbie et les progrès obtenus dans ce domaine; réaffirme que des relations bilatérales positives de ce type forment un socle adéquat pour résoudre les litiges frontaliers qui demeurent; souligne que les procès pour génocide intentés par chacun des deux pays l'un contre l'autre ne doivent pas entraver les progrès en la matière; encourage les autorités serbes à travailler en collaboration étroite avec les pays de l'ex-Yougoslavie et les autres États voisins sur la résolution de l'ensemble des problèmes en suspens relatifs à la succession juridique; invite à une coopération transfrontalière avec les États membres de l'Union frontaliers que sont la Bulgarie, la Hongrie et la Roumanie, y compri ...

The Western Balkans have made important progress in regional cooperation, which should not be undermined by divergences over Kosovo.

(2) In its conclusions of 25 June 2001, the Council continued to condemn all forms of terrorism in the Western Balkans region and remained committed to preventing such actions from undermining the democratic processes, including through restrictive measures such as a visa ban against extremists.

The causes of the current situation in the Balkans are complex and deep-seated, but I must highlight the interfering role of the USA and the EU, which have significantly and, at times decisively, contributed to undermining a process whose consequences for the situation throughout the region are far from resolved. A strategy of selectively and arbitrarily criminalising certain political leaders is therefore unacceptable.
La situation actuelle dans les Balkans a des causes complexes et profondes, mais nous devons mettre en évidence le rôle d’ingérence qu’ont joué les États-Unis et l’UE, qui, d’une manière significative et parfois déterminante, ont contribué à la dégradation d’un processus dont les conséquences pour toute la région sont loin d’être oubliées, c’est pourquoi une stratégie de criminalisation, sélective et arbitraire, de certains dirigeants politiques est inacceptable.

It is interesting to note that this century of state-supported terrorism started in Italy with state-supported camps to train terrorists destined to undermine governments in the Balkans for regional dominance.
