TRADUCTIONS EN CONTEXTE

The establishment of a Brussels-based Council Working Group on Human Rights (COHOM), the adoption of a set of detailed EU guidelines on key human rights issues (freedom of religion or belief, Lesbian, Gay, Bisexual, Transgender and Intersex (LGBTI) rights, freedom of expression online and offline), the adoption of a toolbox for a rights-based approach to development, the adoption of local Human Rights Country Strategies based on the cooperative work of EU Delegations and Member States' Embassies, the setting up of human rights focal points in EU Delegations, the improvement of a targeted training programme for EU staff and Member States' diplomats, have all contributed to this goal.
L’établissement d’un groupe de travail du Conseil sur les droits de l’homme (COHOM) basé à Bruxelles, l’adoption d’un ensemble d’orientations et de lignes directrices détaillées de l’UE sur des questions essentielles liées aux droits de l’homme [la liberté de religion ou de conviction, les droits des personnes lesbiennes, gays, bisexuelles, transgenres et intersexuées (LGBTI), la liberté d’expression en ligne et hors ligne], l’adoption d’une «boîte à outils» en vue d’une approche du développement fondée sur les droits, l’adoption de stratégies locales par pays en matière de droits de l’homme sur la base d’une coopération entre les délégations de l’UE et les ambassades des États membres, la mise sur pied de points de contact pour les droits de l’homme au sein des délégations de l’UE, ainsi que l’amélioration d’un programme de formation ciblé à l’intention du personnel de l’UE et des diplomates des États membres sont autant de mesures qui ont contribué à cet objectif.

b.Building on the steps already taken in the implementation of the EU Anti-Trafficking Strategy, fully integrate human rights and victim protection into discussions on Trafficking in Human Beings (THB) in political, migration and mobility, security and human rights dialogues with the identified priority countries, and in discussions on THB with international organisations and donors operating in those priority countries; EU DELs in the priority countries will make full use of their appointed contact person for THB, and raise human rights-related issues when addressing THB in local EU coordination meetings, as well as in discussions on THB with the host-country authorities; support the ratification and implementation of key international conventions relating to THB, including ILO conventions concerning forced labour and domestic workers.
b.En s’appuyant sur les mesures déjà prises aux fins de la mise en œuvre de la stratégie de l’UE contre la traite des êtres humains, intégrer pleinement les droits de l’homme et la protection des victimes dans les discussions sur la traite des êtres humains (TEH) s’inscrivant dans les dialogues politiques, les dialogues sur les migrations et la mobilité, les dialogues sur la sécurité et les dialogues sur les droits de l’homme avec les pays prioritaires recensés, ainsi que dans les discussions sur la TEH avec les organisations internationales et les bailleurs de fonds opérant dans ces pays prioritaires; en ce qui concerne les délégations de l’UE dans les pays prioritaires, recourir pleinement à la personne de contact désignée en matière de TEH et soulever les questions liées aux droits de l’homme lorsque la TEH est abordée lors de réunions de coordination de l’UE au niveau local et lors de discussions avec les autorités desdits pays; soutenir la ratification et la mise en œuvre des principales conventions internationales en matière de TEH, y compris les conventions de l’OIT relatives au travail forcé et aux travailleurs domestiques.

a. Develop capacity and knowledge on the implementation of Business and Human Rights guidelines, in particular as regards the implementation of the UN Guiding Principles (UNGPs) and other tools/initiatives that contribute to the implementation of the UNGPs; strengthen the role and expertise of DELs in this context; raise awareness on the UNGPs and corporate social responsibility in external action and policy dialogue and proactively engage with business, civil society, National Human Rights Institutions, partner governments and regional organisations on issues related to business and human rights, as regards both civil and political rights and economic, cultural and social rights.
a. Développer les capacités et les connaissances pour ce qui est de la mise en œuvre des orientations ayant trait aux entreprises et aux droits de l’homme, en particulier les principes directeurs des Nations unies et les autres outils/initiatives contribuant à la mise en œuvre desdits principes; renforcer le rôle et l’expertise des délégations dans ce contexte; faire mieux connaître les principes directeurs des Nations unies et la responsabilité sociale des entreprises dans le cadre de l’action extérieure et du dialogue sur l’action à mener et collaborer de manière proactive avec les entreprises, la société civile, les institutions nationales des droits de l’homme, les gouvernements partenaires et les organisations régionales sur les questions liées aux entreprises et aux droits de l’homme, en ce qui concerne tant les droits civils et politiques que les droits économiques, culturels et sociaux.

The Union's contribution to democracy and the rule of law and to the promotion and protection of human rights and fundamental freedoms is rooted in the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights, and other human rights instruments adopted within the framework of the United Nations (UN), as well as relevant regional human rights instruments.
La contribution de l'Union à la démocratie et à l'État de droit ainsi qu'à la promotion et à la protection des droits de l'homme et des libertés fondamentales se fonde sur la déclaration universelle des droits de l'homme, le pacte international relatif aux droits civils et politiques, le pacte international relatif aux droits économiques, sociaux et culturels et les autres instruments relatifs aux droits de l'homme adoptés dans le cadre des Nations unies, ainsi que sur les instruments régionaux pertinents en matière de droits de l'homme.

In this regard, civil society is to be understood as spanning all types of social actions by individuals or groups that are independent from the state and whose activities help to promote human rights and democracy, including human rights defenders as defined by the UN Declaration on the Right and Responsibility of Individuals, Groups and Organs of Society to Promote and Protect Universally Recognized Human Rights and Fundamental Freedoms (‘Declaration on Human Rights Defenders’).
À cet égard, la société civile doit être entendue comme s'étendant à tous les types d'actions sociales menées par des personnes ou par des groupes indépendants de l'État et dont les activités contribuent à promouvoir les droits de l'homme et la démocratie, y compris les défenseurs des droits de l'homme tels qu'ils sont définis dans la déclaration des Nations unies sur le droit et la responsabilité des individus, groupes et organes de la société de promouvoir et de protéger les droits de l'homme et les libertés fondamentales universellement reconnus («déclaration sur les défenseurs des droits de l'homme»).

The EU regrets that the resolution was not adopted by consensus but welcomes the explicit commitment made by UN member states to support the Human Rights Council and to make it fulfil its promise.The EU sees the Human Rights Council as an improvement over the Commission on Human Rights. The resolution contains several elements which will help to improve the credibility and effectiveness of the UN human rights system. First, while membership is open to all, members of the Human Rights Council will be held accountable for their commitment to abide by the highest human rights standards. No country will be beyond scrutiny. It is the responsibility of all States to elect those candidates that are best qualified to fulfil the mandate of promoting and protecting human rights. Indeed, the composition of the Council and the quality of its membership will clearly have an impact on the functioning of the Council and the credibility of its work. Therefore, EU member states have committed themselves not to cast their vote for a candidate that is under sanctions imposed by the UN Security Council for human rights related reasons.
Aucun pays ne pourra se soustraire au contrôle. Il incombe à tous les États de choisir les candidats les mieux qualifiés pour remplir la mission de promotion et de protection des droits de l'homme. En effet, la composition du Conseil et la compétence de ses membres influeront de toute évidence sur le fonctionnement du Conseil et la crédibilité de son action. En conséquence, les États membres de l'UE se sont engagés à ne pas apporter leurs voix à un candidat auquel le Conseil de sécurité des Nations unies aurait imposé des sanctions pour des motifs liés aux droits de l'homme. Par ailleurs, l'UE est fermement convaincue qu'aucun État coupable de violations flagrantes et systématiques des droits de l'homme ne devrait siéger au Conseil.

The project leader is the International Federation of Human Rights Leagues (FIDH), based in Paris, which will implement the project with various partners in the region, such as the Egyptian Organization for Human Rights, the Palestinian Center for Human Rights, the Palestinian Society for the Protection of Human Rights and Environment, the Jordanian Society for Human Rights, the Lebanese Association for Human Rights, the Foundation for Human and Humanitarian Rights in Lebanon, the Moroccan Association for Human Rights, the Moroccan Organization for Human Rights and the Tunisian League for Human Rights.
La Fédération internationale des ligues des droits de l'homme (FIDH) basée à Paris est responsable du projet qu'elle mettra en œuvre avec divers partenaires dans la région, à savoir l'Organisation égyptienne des droits de l'homme, le Centre palestinien des droits de l'homme, la Société palestinienne de protection des droits de l'homme et de l'environnement, la Société jordanienne des droits de l'homme, l'Association libanaise des droits de l'homme, la Fondation pour les droits humanitaires et les droits de l'homme au Liban, l'Association marocaine des droits de l'homme et la Ligue tunisienne des droits de l'homme.

18. Reinforce the EU’s support for the promotion and protection of human rights, inter alia, as a basic requisite for the establishment of democracy, good governance and the rule of law by: strengthening EU-African cooperation within the human rights system, including addressing urgent issues in international human rights fora, encouraging adhesion to UN human rights instruments and compliance with their mechanisms, supporting the development and reinforcement of national judicial systems and national institutions for the promotion and protection of human rights in cooperation with existing national, regional and UN mechanisms, supporting civil society organisations and engaging in dialogue with them on human rights; monitoring in line with inter alia: EU guidelines on: human rights; the use of the death penalty; torture or other cruel, inhuman or degrading treatment; and human rights defenders.
18. Renforcer le soutien de l'UE en faveur de la promotion et de la protection des droits de l'homme, qui constituent, entre autres, une condition préalable à l'instauration de la démocratie, de la bonne gestion des affaires publiques et de l'État de droit, en intensifiant la coopération entre l'UE et l'Afrique dans le cadre du système des droits de l'homme, notamment en examinant les problèmes urgents dans les enceintes internationales compétentes, en encourageant l'adhésion aux instruments des Nations unies relatifs aux droits de l'homme et le respect de leurs mécanismes, en favorisant le développement et le renforcement des systèmes judiciaires nationaux et des institutions nationales pour la promotion et la protection des droits de l'homme, en coopération avec les mécanismes existants aux niveaux national, régional et des Nations unies, en soutenant les organisations de la société civile et en engageant le dialogue avec elles sur la question des droits de l'homme, en assurant un suivi conformément, entre autres, aux orientations de l'UE concernant les droits de l'homme, le recours à la peine de mort, la torture et d'autres traitements cruels, inhumains ou dégradants et les défenseurs des droits de l'homme.
