5. In May 2002, in a communication to the Commission from Mr Barnier in agreement with Mrs Schreyer, Mrs Diamantopoulou and Mr Fischler, the Commission spelled out how it intended to interpret the n+2 rule, in particular as regards the following:

Up to now, we have only had three debates on this topic in this House, something that I regret, even though the Commission rounded off the International Year of Mountains by organising the conference you have already mentioned in an effort to form a picture of the situation and invite or listen to everyone involved in that Year. This conference was held in Brussels in October thanks to the efforts of Commissioners Fischler and Barnier.
Nous n'avons eu que trois débats sur ce thème au Parlement européen. C'est un manque que je déplore parce que la Commission européenne, en cette Année de la montagne, a tenté, pour clôturer cette conférence dont vous nous avez parlé - elle a eu lieu à Bruxelles au mois d'octobre grâce aux efforts des commissaires Fischler et Barnier -, de se faire une image de la situation et d'inviter ou d'entendre tous les acteurs qui se sont engagés dans le contexte de cette année thématique.

As you know, the Commission is also paying great attention to these issues, as demonstrated by the conference organised in October at the initiative of my colleagues Michel Barnier and Franz Fischler on the subject of ‘Community policies and the mountains’.

The decision was taken in agreement with Commissioner Schreyer responsible for budget and Commissioners Barnier and Fischler, responsible for the regional, the agricultural and the fisheries funds, intervening along with the European social fund in the programmes concerned.

The Community Support Framework will be financed from the four Structural Funds under the responsibility of Mr Barnier (ERDF), Mr Fischler, the Commissioner responsible for agriculture and fisheries (EAGGF and FIFG) and Ms Diamantopoulou, the Commissioner responsible for employment and social affairs (ESF).
