The fact that we are now well on the way to adopting a Solidarity Disaster Fund is of course, excellent news; I just wish we had not waited until after the terrible catastrophe, the human tragedy in Central Europe this summer; but, nonetheless, the European Commission and Mr Barnier personally deserve our congratulations because, we are, at long last, on the way to adopting a Solidarity Fund for natural disasters and, of course, congratulations also go to our rapporteur, Mr Berend, on his report, his hard work and his proposed amendments, which are a step in the right direction and almost all of which were adopted by the Committee on Regional Policy.
Le fait que nous soyons en bonne voie d'adopter le Fonds de solidarité est bien sûr une excellente nouvelle. J'aurais simplement souhaité qu'il n'ait pas fallu attendre la terrible catastrophe, la tragédie humaine qui a ravagé l'Europe centrale cet été. La Commission et M. Barnier méritent néanmoins nos félicitations, car nous sommes enfin sur le point d'adopter un Fonds de solidarité pour les catastrophes naturelles. Il en va bien sûr de même pour notre rapporteur, M. Berend, pour son rapport, son travail assidu et les amendements qu'il a proposés, qui constituent un pas dans la bonne direction et qui ont pratiquement tous été adoptés par la commission de la politique régionale.
