– (NL) Mr President, countries such as China and Cuba, Burma and Belarus – and the resolution names dozens of others – are placing tighter and tighter restrictions on the use of the Internet, and it is understandable that they should do so, for if there is anything that is a vehicle of free expression of opinion, that serves the opposition and the development of opposition to totalitarian states, then the Internet is it, and Internet service providers have always made a great thing of the freedom, specifically of information, that the Internet affords.
- (NL) Monsieur le Président, des pays tels que la Chine, Cuba, la Birmanie et le Belarus (et la résolution en nomme encore des dizaines d’autres) imposent des restrictions de plus en plus sévères sur l’utilisation de l’internet. De telles actions sont compréhensibles de leur part étant donné que l’internet n’est rien moins qu’un véhicule de libre expression d’opinion servant l’opposition et son développement dans les États totalitaires. Par ailleurs, les fournisseurs de services sur l’internet ont toujours vanté la liberté, en particulier la liberté d’information, qu’offre l’internet.

As a first step, on 1st November Deutsche Welle will commence 15 minute daily broadcasts Monday to Friday, specifically dedicated to Belarus, with news and reports from inside Belarus, information about political, social, economic matters, daily life etc. as well as Internet presentation, with the text of the broadcast and related audio files.
Dans un premier temps, à partir du 1 novembre, la Deutsche Welle lancera, du lundi au vendredi, des émissions quotidiennes de 15 minutes spécifiquement consacrées au Belarus, diffusant des nouvelles et des rapports de l’intérieur du Belarus, des informations portant sur des aspects politiques, économiques et sociaux, sur la vie quotidienne, etc. Elle assurera aussi une présentation sur Internet comportant le texte des émissions et les fichiers audio correspondants.

The European Commission has granted a €138.000 contract to Deutsche Welle Radio to broadcast via radio and Internet into Belarus.
